April 24, 1998 DOF DEPARTMENT ORDER NO. 036-98 ( Overtaken by D.O. 26-16) IMPLEMENTING GUIDELINES OF PRODUCTIVITY INCENTIVE BENEFITS FOR CY 1997 Pursuant to Administrative Order (AO) No. 161 dated 06 December 1994 and National Compensation Circular Nos. 73 and 73-A dated 27 December 1994 and 01 March 1995, respectively and Circular Letter No. 3-97 dated 31 January, 1997 of the Department of Budget and Management, the following guidelines in the granting of Productivity Incentive Benefits (PIB) to employees of this Department shall be adopted: (1) All employees from the different Groups of this Department with satisfactory ratings and above, shall be forced rank (from the highest to the lowest) under the following groups of employees: Top 20% Middle 60% Lowest 20% (2) Top Level Those employees who are ranked within the first 20% shall receive P2,500.00 Middle Level Those employees who are ranked within the second 60% shall receive P2,000.00 Lowest Level Those employees who are ranked within the lowest 20% excluding those rated as Unsatisfactory shall receive P1,500.00 (3) As of 24 April 1998, there are two hundred twenty two (222) employees who submitted their New Performance Appraisal System (NPAS) for two (2) rating periods broken down as follows: Office of the Secretary (OSEC) 7 Policy Development & Management Services Group 102 (PDMSG) Revenue Operations (8) Performance ratings for CY 1997 of DOF officials with the position levels of Assistant Director and above shall be reviewed and approved by the Secretary of Finance for that year. (9) Employees On Scholarship: Employees on attendance in training course/scholarship grant shall be entitled to PIB provided that their last two (2) performance ratings immediately preceding their attendance to such activity is at least satisfactory. (10) Employees On leave: (10.1) Employees on leave of absence with pay, continuous or intermittent, for not more than ninety (90) days or three (3) months in a given calendar year shall be entitled to PIB. (10.2) Employees on leave of absence with pay for more than ninety (90) days in one (1) rating period shall not be paid PIB. (10.3) Employees on leave of absence without pay for not more thirty (30) days, continuous or intermittent, for one (1) rating period or a total of sixty (60) days in a given calendar year shall be paid PIB. (11) Newly hired Employees Newly hired employees of the Department shall be entitled to PIB provided they are hired during the 1st quarter. No PIB shall be paid if hired after the 1st quarter. (12) Employees who were not included in the first batch due to non-submission of their NPAS for two (2) rating periods shall be entitled to an across-the-board PIB of not more than P1,500.00, subject to submission of the required NPAS and provided that their average rating is at least Satisfactory.
