Declaration of the Office with Frontline Services in Compliance with RA No. 9485 Otherwise Known as the "Anti-Red Tape Act of 2007" and Creation of the Task Force on Citizens Charter

November 5, 2008 DOF DEPARTMENT ORDER NO. 031-08 DECLARATION OF THE OFFICE WITH FRONTLINE SERVICES IN COMPLIANCE WITH RANO.9485 OTHERWISE KNOWN AS THE "ANTI-REDTAPEACTOF2007" AND CREATION OF THE TASK FORCE ON CITIZENS CHARTER In the exigency of the service and in compliance with RA No. 9485 otherwise known as the "Anti-Red Tape Act of 2007," it is hereby declared that offices with frontline services are as follows: 1. Revenue Office; 2. One Stop Shop Tax Credit and Duty Drawback Center; 3. Central Financial Management Office; 4. Central Administration Office. Under this order, there is hereby created a Task Force on Citizens Charter and designates the following personnel. 1. Atty. Fidel G. Condrada Chairman 2. Atty. Corazon M. Reyes Vice Chairman and Members-in-Charge of the offices opposite their names: 3. Mr. Rommel M. Formaran Revenue Office 4. Mr. Carlo Baloloy One Stop Shop Tax Credit and Duty Drawback Center 5. Ms. Rhodora Reyes Central Records Management Division, Central Administration Office 6. Ms. Ma. Luisa Notario Management Division, Central Financial Management Office ISHCcT Said Task Force on Charters Change shall perform the tasks within one (1) year from effectivity of the IRR, in cooperation with the CSC, the Development Academy of the Philippines, and this Department clientele, to wit: 1. Continue to identify DOF offices with Frontline Services; 2. Undertake the reengineering of transactions; and 3. Set up service standard to be known as the Citizens Charters, including forming a task force to prepare said charter, to be presented on a billboard or other prominent announcement at the office handling the processes and service as explained therein. Identified Frontline service offices are also hereby mandated to set up the Public Assistance and Complaints Desks and Hotlines. Facilitators from CSC and Development Academy of the Philippines may be invited to conduct seminar/workshop as needed.
