Personnel Authorized to Sign the Given Documents in Preparation for the Transfer of Functions of the Municipal Development Fund Office to the Municipal Finance Corp.

November 4, 2004 DOF DEPARTMENT ORDER NO. 031-04 PERSONNEL AUTHORIZED TO SIGN THE GIVEN DOCUMENTS IN PREPARATION FOR THE TRANSFER OF FUNCTIONS OF THE MUNICIPAL DEVELOPMENT FUND OFFICE TO THE MUNICIPAL FINANCE CORP. In the exigencies of the service and in preparation for the transfer of functions of the Municipal Development Fund Office (MDFO) to the Municipal Finance Corporation (MFC), the following personnel of this Department, are hereby authorized to sign the following: Assistant Secretary Roberto B. Tan 1. In the absence of the Secretary, Sub-loan Agreements/Memorandum Agreement between DOF and Implementing Agencies; and 2. In the absence of Executive Director Habulan, as countersignatory for letter-advices and checks above P500,000 and approval of disbursement vouchers of MDFO regardless of amount. Executive Director Helena B. Habulan 1. Travel Order of project-based contractual employees detailed at the MDFO and Consultants of LOGOFIND and CBRMP; 2. As countersignatory for letter-advices and checks of MDFO above P500,000; 3. Approval of disbursement vouchers of MDFO regardless of amount; and 4. Request for approval, denial and/or endorsement of request for permission to seek transfer of MDFO detailed personnel. Deputy Executive Director Lilanie O. Magdamo 1. In the absence of Executive Director Habulan, Travel Orders of project-based contractual employees detailed at the MDFO and Consultants of LOGOFIND and CBRMP; 2. Certification for all disbursement vouchers of MDFO; and 3. As countersignatory for checks and letter-advices of MDFO P500,000 below. Ms. Mirasol E. Garcia 1. In the absence of Deputy Executive Director Magdamo, certification for all disbursement vouchers; and AHDacC 2. Countersigns for checks of MDFO P500,000 and below. The above-mentioned delegation of authority shall cover all types of funds being administered by the MDFO, whether general, special/project or trust funds. This Order further modifies and amends Department Order No. 52-2000 dated 4 December 2000 and Department Order No. 10-04 dated 9 February 2004. All orders, circulars, memoranda, issuance contrary to or inconsistent herewith are hereby revoked/modified and all concerned should be guided accordingly. This Order takes effect immediately. (SGD.)
