November 7, 2003 DOF DEPARTMENT ORDER NO. 031-03 ( Declared Overtaken by Events by D.O. 29-16 ) In the interest of the service and pursuant to Republic Act No. 9184, otherwise known as the "Government Procurement Reform Act and its Implementing Rules and Regulations", the Bids and Awards Committee (BAC), its Technical Working Group (TWG) and Secretariat is hereby reconstituted as follows: BIDS AND AWARDS COMMITTEE Regular Members: ROBERTO B. TAN Member Administrative Officer V FUNCTIONS OF BAC: The regular members of the BAC shall have the following functions: advertise and/or post the invitation to bid, conduct pre-procurement and pre-bid conferences, determine the eligibility of prospective bidders, receive bids, conduct the evaluation of bids, undertake post-qualification proceedings, resolve motion for reconsideration, recommend award of contracts to the Secretary of Finance or his duly authorized representative. cHaICD They shall also recommend to the Secretary of Finance, through the Undersecretary of PDMSG, the use of Alternative Methods of Procurement and shall prepare a procurement monitoring report that shall be approved and submitted by the Secretary of Finance to the Government Procurement Policy Board (GPPB) on a semestral basis. The BAC shall meet every 2nd Tuesday of the month and see to it that procedures are adhered to. The TWG shall assist the BAC in the procurement process particularly in the preparation of the Terms of Reference, determination of specifications/detailed description of the items to be bid out and evaluation criteria thereof, eligibility of bids and post-qualification. The BAC Secretariat, who shall be the main support unit of the BAC, shall provide administrative support to the BAC; organize and make all necessary arrangements for the BAC meetings, prepare Minutes of the BAC Meetings, take custody of procurement documents and be responsible for the sale and distribution of all bidding documents to interested bidders and be the central channel of communications for the BAC with end-users, providers of goods, civil works and consulting services. DEaCSA All Orders, issuances or instructions contrary to or inconsistent herewith are hereby repealed, modified or revoked and all concerned shall be guided accordingly.
