Compliance with Executive Order Nos. 191 and 223 on the Deactivation/Winding-Up of the Economic Intelligence and Investigating Bureau (EIIB)

April 4, 2000 DOF DEPARTMENT ORDER NO. 029-00 ( Overtaken by D.O. 26-16) SUBJECT : Compliance with Executive Order Nos. 191 and 223 on the Deactivation/Winding-Up of the Economic Intelligence and Investigating Bureau (EIIB) In the exigencies of the service, Undersecretary CORNELIO C. GISON is hereby designated alternate representative of this Department in the inter-agency Task Force created under Executive Order No. 223 dated 29 March 2000. Undersecretary Gison shall be assisted by the DOF-EIIB Winding-Up Committee to be composed of the following: Assistant Secretary Ma. Eleanor F. dela Cruz Chairperson Assistant Secretary Juan Jose Rodom T. Fetiza Member Director Porfirio B. Villena, Jr. Member The DOF-EIIB Winding-Up Committee shall have the following duties and responsibilities: 1. Propose measures to help in the smooth transfer and absorption of EIIB functions and related positions; 2. Submit a comprehensive disposition plan for EIIB assets, liabilities, pending cases and seized goods; 3. Recommend appropriate measures that will assure continuous and effective economic intelligence and investigation support to the Secretary of Finance that will complement revenue generation efforts and other DOF concerns, including the appropriate budget and plantilla for the purpose; 4. Prepare the necessary administrative issuances for the full implementation of E.O. No. 223 including the transfer of EIIB functions, positions, personnel, assets, liabilities, etc., if any, to this Department and other bureaus/agencies. 5. Perform such other related tasks as may be assigned. In the discharge of the above tasks, the Committee shall solicit the advice and assistance of the Civil Service Commission, the Commission on Audit, the Department of Budget and Management and other concerned government agencies. The Committee shall request the said agencies for resource persons as it may deem necessary. cdlex The Committee shall be assisted by a Technical Sub-Committee to be composed of the following: Director Romeo A. David Secretary II Mr. Richard M delos Reyes Messenger Under this designation the members of the Secretariat shall be entitled to overtime pay by the hour in accordance with existing guidelines on payment of overtime services until 30 June 2000; provided, that, the amount received by each member in a given month as additional compensation shall not exceed 50% of his/her monthly salary, pursuant to National Budget Circular No. 10 dated 29 March 1996, subject to the availability of funds and the usual accounting and auditing rules and regulations.
