October 21, 2008 DOF DEPARTMENT ORDER NO. 028-08 REQUIRING ALL BUREAUS AND AGENCIES UNDER THE DEPARTMENT OF FINANCE TO ENFORCE THE MANDATORY POSTING OF POSTERS INFORMING THE PUBLIC OF THE ANTI-CORRUPTION MANDATE AND ACTIVITIES OF DOF-RIPS UNDER EXECUTIVE ORDER NO. 259 WHEREAS , the Revenue Integrity Protection Service (DOF-RIPS) was created pursuant to Executive Order (EO) No. 259, series of 2003, for the purpose, among others, of investigating and preventing corruption in the revenue generating agencies of the government attached to the Department of Finance; WHEREAS , in pursuit of its avowed mandate, DOF-RIPS has engaged in an unrelenting, systematic, and focused campaign to prevent graft and corruption in the revenue generating agencies of government by, among others, conducting lifestyle checks and investigating allegations of graft and corrupt practices, culminating, when warranted, in the filing of appropriate criminal and administrative charges before the Office of the Ombudsman; WHEREAS , to maximize the effectiveness of DOF-RIPS as an anti-corruption unit, there is an imperative necessity to inform the public about its structure, mandate, programs, initiatives, contact details, and other relevant data regarding its operations, to facilitate, among others, the free flow of tips and raw information from stakeholders and informants, which can be used as basis for further investigative activities; WHEREAS , presently, posters designed to inform the public about DOF-RIPS and its programs have already been printed through the assistance of the Millenium Challenge Account-Philippine Threshold Project (MCA-PTP) for appropriate circulation and posting in all premises/offices of bureaus and agencies attached to the Department of Finance; and WHEREAS , there is an urgent need to issue the appropriate rules and regulations to enforce the proper posting and preservation of said DOF-RIPS posters, thereby ensuring full and effective dissemination of the information and other data presented therein to the general public. CHTAIc SECTION 1. Mandatory Posting . The Bureau of Internal Revenue (BIR), Bureau of Customs (BOC), and all other bureaus/agencies attached to the Department of Finance, are hereby enjoined to post in a conspicuous place within the office premises of all their respective departments, units, and offices nationwide at least one (1) copy of the DOF-RIPS poster, in a manner that will give an unobstructed view to the general public and other stakeholders transacting with said bureau and/or agency. SECTION 2. Measures for Preservation . The concerned bureaus and agencies are likewise strictly enjoyed to adopt measures and safeguards to ensure that said DOF-RIPS posters are, at all times, preserved intact, and not otherwise damaged, removed, and/or destroyed, adopting for said purpose, such penalties and sanctions as may be authorized by, among others, existing civil service laws, rules and regulations. SECTION 3. Separability Clause. If for any reason, any section or provision of this Department Order be declared invalid, such parts which are not affected shall remain in full force and effect. SECTION 4. Repealing Clause . All orders, circulars, memoranda, and other issuances, or parts thereof, which are inconsistent with this Department Order, are hereby repealed or modified accordingly.
