August 6, 2004 DOF DEPARTMENT ORDER NO. 028-04 CREATION OF A TECHNICAL WORKING GROUP FOR THE PROCUREMENT OF GOODS, INFRASTRUCTURE PROJECTS, CONSULTING SERVICES AND OTHER RELATED OR "ANALOGOUS SERVICES" FOR THE MUNICIPAL DEVELOPMENT FUND OFFICE In the exigencies of the public service and pursuant to Sections 4 and 12 of Republic Act No. 9184, otherwise known as the "Government Procurement Reform Act" and its Implementing Rules and Regulations and in accordance with Part D.a.2 (i) of Schedule 4 of the Loan Agreement and the Procurement Guidelines of World Bank, a Technical Working Group for the procurement of goods, infrastructure projects, consulting services and other related or "analogous services" for the Municipal Development Fund Office is hereby created as follows: Lilanie O. Magdamo Deputy Executive Director Municipal Development Fund Office - Chairman Bendo Kennedy Sison Procurement Specialist LOGOFIND Project - Vice-Chairman Napoleon B. Bayas Project Development Officer II Municipal Development Fund Office - Member Joseph S. Pangilinan Project Development Officer II Municipal Development Fund Office - Member Janis G. Pondevida Records Officer III-CBRMP Acting Admin Head - Member Two (2) Representatives from LOGOFIND or CBRM Projects - Member The Technical Working Group shall assist the DOF-Bids and Awards Committee (DOF-BAC) in the preparation of the terms of references (TOR), evaluation of bid documents, ensure that the bid documents submitted comply with the TOR and are responsive to the legal, technical and financial requirements of the subject procurement, and preparation of reports for the DOF-BAC consideration and approval. All issuances or parts thereof inconsistent with this Department Order as far as the DOF-BAC Technical Working Group's composition is concerned, are hereby revoked or modified accordingly.
