April 4, 2000 DOF DEPARTMENT ORDER NO. 028-00 ( Declared Overtaken by Events by D.O. 29-16) In the exigencies of the service and pursuant to Executive Order No. 223 dated 29 March 2000, the Bureau of Local Government Finance (BLGF) is hereby ordered to conduct a nationwide physical inventory of all assets and liabilities of the Economic Intelligence and Investigation Bureau (EIIB). In the conduct of the inventory, the BLGF shall coordinate with the EIIB and the Commission on Audit (COA), at the regional level on the verification of the existing inventory per books of accounts as against the actual assets of EIIB. The physical inventory shall include the list of all goods and articles seized by and remaining in the custody of the EIIB. The BLGF shall submit its report of inventory on a per region basis to the DOF and in the form substantially similar to that prescribed in Annex "A" hereof, not later than 17 April 2000. In support of this deadline, EIIB regional directors shall give urgent top priority to the completion of their inventory report per books per region not later than 10 April 2000 for submission to the corresponding BLGF regional office. Relative hereto, EIIB Regional Office No. VIII is hereby ordered to transfer office and to move all EIIB assets and seized goods in its custody to the premises of, BLGF Regional Office No. VIII immediately upon completion of the inventory. The BLGF Regional Director, Region VIII, is hereby directed to make such arrangements as may be necessary to accommodate the personnel, assets and other effects of EIIB Regional Office No. VIII, and to ensure that government resources are not dissipated and adequately safeguarded. The BLGF shall submit its inventory report to the Office of Undersecretary Cornelio. C. Gison not later than 21 April 2000, together with its recommendations on the appropriate disposition/safeguarding of the accounts.
