April 4, 2014 DOF DEPARTMENT ORDER NO. 024-14 ( Declared Overtaken by Events by D.O. 29-16 ) SUBJECT : Creation of DOF Revision of Fees Committee In the exigency of the service and in compliance with DOF-DBM-NEDA Joint Circular No. 1-2013 dated 30 January 2013, entitled "Implementing Rules and Regulations of Administrative Order No. 31, series of 2012, on the Rationalization of Rates of Fees and Charges, Increase in Existing Rates, and Imposition of New Fees and Charges, the DOF Revision of Fees Committee is hereby created to be composed of the following: Chairperson : Undersecretary, Revenue Operations and Legal Affairs Group Vice Chairperson : Director IV, Central Financial Management Office Members : Chief Administrative Officer, Budget Division Chief Accountant, Accounting Division Chief Administrative Officer, Management Services Division Director IV, Revenue Office Executive Director, One Stop Shop Inter-Agency Tax Credit and Duty Drawback Center The Committee shall be tasked with the following functions and responsibilities: 1. Review existing fees and charges and conduct a study on the necessity of imposing new/revised ones, gathering data on the costs of delivery of services in order to compute the appropriate rates that will recover these costs. 2. Ensure that the guiding principles of Joint Circular No. 1-2013 dated 30 January 2013 as well as the rules under Section 5 thereof are observed. ACIEaH 3. Submit to the Secretary of Finance a report and recommendations regarding proposed new/revised fees and charges, containing the results of the aforementioned study, including the legal and material bases and justification for the proposed rates, as well as any comments or feedback received from the public under Section 5.5 of the above-mentioned Circular. 4. Coordinate with the Task Force on Fees and Charges on matters pertaining to the implementation of Administrative Order No. 31 and its rules and regulations. 5. Keep and maintain all records pertaining to the implementation of AO 31 and its rules and regulations within the Department of Finance.
