September 5, 2012 DOF DEPARTMENT ORDER NO. 024-12 In accordance with Section 2, Rule VIII (Career and Personnel Development) of the Omnibus Rules Implementing Executive Order No. 292, otherwise known as the Administrative Code of 1987, which provides that: "Sec. 2. Each Department or agency shall prepare a career and personnel development plan which shall be integrated into a national plan by the Commission which shall serve as the basis for all career and personnel development activities in the government. . . ." and the institutionalization of a comprehensive DOF Professional Development Program (PDP) which aims to attract the best and brightest in the government service as well as to develop and upgrade the skills and capabilities of current officials and employees, the Department shall offer a customized executive master course in Development Management with specialization in Public Finance (the "Program") available to selected and qualified employees of DOF Offices, Bureaus, Attached Agencies and Government Financial Institutions (GFIs) under DOF supervision. Towards this end, the Department shall select a reputable private academic institution which will be responsible for the design and development of the curriculum for the Program, provision of professors, instructors and lecturers, program brochures and necessary documents, and educational facilities. DcSTaC Overview of the Program The Program is a 20-month program focused on Leadership and Integrity in Public Financial Management with three modules consisting of 120 sessions per module. The participant shall be required to submit a Public Finance Strategic Management Project (equivalent to thesis) on an area of DOF concern. Full time classes will be held one week per month at a designated school campus while the rest of the period shall be spent at the students' respective offices for application of theories learned. Heads of DOF Offices, Bureaus, Attached Agencies and Government Financial Institutions (GFIs) under DOF supervision are hereby enjoined to send candidates to participate in this Program, the expenses of which shall be chargeable against their respective budgets. Participants All those wishing to participate in the Program must be: (1) Bachelor's degree graduate; (2) Preferably permanent employee of DOF or its Bureaus, Attached Agencies and GFIs; (3) Proficient in oral and written English; and (4) Below 55 years of age. The academic institution may also require written and/or oral examination of the participants as an admission qualification. The participants will be subject to service obligation requirements in compliance with existing civil service rules and regulations. Selection of Private Educational Institution The DOF, through its Bids & Awards Committee (BAC), will conduct the public competitive bidding on behalf of all DOF Offices, Bureaus, Attached Agencies and Government Financial Institutions under DOF supervision, for the selection of the private academic institution. DaTHAc For this purpose, each agency shall designate DOF as its procurement agent as provided in Republic Act No. 9184. This may be accomplished by the Bids & Awards Committee of each attached agency through the execution of a resolution recommending the resort to negotiated procurement in the selection of a procurement agent to undertake the procurement of the private academic institution, and recommending the designation of the DOF as such. Additional Incentives Agencies, Bureaus and GFIs may grant their scholars additional incentives aside from salaries and allowances during the period of scholarship, subject to applicable rules and regulations. Participants of the Program shall be given priority in training courses abroad as these will be credited as course electives. Once accepted, the scholar shall accomplish the Scholarship Contract which defines the terms of the scholarship grant including benefits and service obligation. For strict compliance. (SGD.) CESAR V.
