July 12, 2004 DOF DEPARTMENT ORDER NO. 021-04 ( Declared Overtaken by Events by D.O. 29-16 ) AUTHORIZING ERIC O. RECTO TO SIGN THE FOLLOWING DOCUMENTS OF DOF UNTIL THE RETURN OF NIEVES L. OSORIO WHO WILL BE ON OFFICIAL TRAVEL TO DAVAO TO ATTEND SEMINAR-COURSE ON PHILIPPINE WHOLESALE ELECTRICITY SPOT MARKET (WESM) In the interest of the service, Undersecretary ERIC O. RECTO is hereby authorized to sign the following documents effective 13 July 2004 until the return of Undersecretary Nieves L. Osorio who will be on official travel to Davao to attend the Seminar-Course on Philippine Wholesale Electricity Spot Market (WESM) to be held from 13 to 14 July 2004. This authority shall be effective until the return of Undersecretary Osorio. Communications addressed to the Department of Budget and Management and the Civil Service Commission, particularly in all matters pertaining to personnel actions and plantilla of personnel; and Request for personal foreign travel authority of officials and employees of this Department, including its bureaus and attached agencies except Department Undersecretaries and Heads of Bureaus and Attached Agencies.
