Delegation of Signing and Approving Authority to Undersecretary Lily K. Gruba

February 7, 2000 DOF DEPARTMENT ORDER NO. 021-00 ( Declared Overtaken by Events by D.O. 29-16 ) In the exigencies of the service, the signing and approving authority of matters from the Bureau of Local Government Finance previously acted upon by the Secretary of Finance are hereby delegated to Undersecretary Lily K. Gruba, as follows: 1. Appointments of Provincial/City/Municipal Treasurers and their Assistants. 2. Designation of OICs or ICOs of Provincial/City Treasury Offices, both for temporary and permanent vacancies and their extensions beyond the period of 90 days. cdlex 3. Designation of OICs or ICOs of City and Municipal Treasury Offices of Metropolitan Manila Area and their extensions beyond the period of 90 days. 4. Authority to pay per diems to those designated OIC/ICO of the Offices of Provincial/City Treasurers including City and Municipal Treasury Offices of Metropolitan Manila Area for a period exceeding 90 days. 5. Dropping from the rolls of local treasurers and their assistants. 6. Approval of Plans and Programs of the Bureau (Central and Regional Offices). 7. Request for withholding of Internal Revenue Allotment (IRA) in payment for the unpaid amortization of defaulting LGUs. In the absence of Undersecretary Lily K. Gruba, Undersecretary Solomon S.
