July 20, 2005 DOF DEPARTMENT ORDER NO. 019-05 ( Declared Overtaken by Events by D.O. 29-16 ) CREATING THE DEPARTMENT OF FINANCE-OSEC CHANGE MANAGEMENT TEAM (CMT) In the exigency of the service and pursuant to Section 9, Rule V of the Implementing Rules and Regulations, in relation to Section 4 of Executive Order No. 366 (s. 2005) " Directing A Strategic Review of the Operations and Organizations of the Executive Branch and Providing Options And Incentives for Government Employees Who May Be Affected By the Rationalization of the Functions and Agencies of the Executive Branch ," the Department of Finance-Office of the Secretary (DOF-OSEC) Change Management Team (CMT) is hereby created to be composed of the following: Undersecretary Roberto B. Tan Chairman Assistant Secretary Carlito P. Yu Member Dir. Soledad Emilia J. Cruz Member Exec. Dir. Ernesto Q. Hiansen Member Dir. Ma. Lourdes B. Recente Member Dir. Lourdes Z. Santiago Member Dir. Ma. Edita Z. Tan Member President, DOF-Proper Employees' Association Member The DOF-OSEC Change Management Team (CMT) shall perform the following functions and tasks: a. Conduct a strategic review of the operations and organization of all component units of the Department of Finance-Office of the Secretary. In the course of the strategic review, the CMT shall: a.1 Identify the core functions, programs, activities and projects of the DOF-OSEC; a.2 Identify the functions, programs, activities and projects which (1) can either be scaled down, phased out or abolished; or (2) can be strengthened and where more resources need to be channeled; b. Prepare a Rationalization Plan for the whole Department-OSEC, including the agencies and GOCCs/GFIs attached to or under its administrative supervision, for the review and approval of the Finance Secretary, and subsequent endorsement to the DBM, and final approval by the President; c. Conduct consultation meetings with the affected personnel and other stakeholders on the effort; d. Oversee the actual implementation of the Rationalization Plan; e. Mitigate the impact of the rationalization effort; and f. Coordinate and consolidate the processes and outputs of the sub-Change Management Teams. For purposes of clarity, the sub-Change Management Teams referred to under this Order are those established by the agency heads of agencies or bodies attached to or supervised by the DOF-OSEC. This is to ensure that their respective Rationalization Plans are in accordance with the strategic direction of the Department. Ms. Lorraine C. Sanchez shall serve as Secretary to the DOF-OSEC Change Management Team (CMT). This Department Order takes effect immediately and all concerned officials and staff shall be guided accordingly. (SGD.)
