April 26, 2007 DOF DEPARTMENT ORDER NO. 014-07 TO : All DOF Officials and Employees SUBJECT : Revised Guidelines on Flexible Working Hours The Department in its effort to continuously enhance existing policies and guidelines for effective and responsive delivery of service and in consonance with the Internal Rules and Regulations in Recording and Monitoring of Office Attendance (Department Order No. 33-06) hereby adopts significant revisions on the adoption of flexible working hours. 1. All employees are required to render at least eight (8) hours of work each day from Monday to Friday. 2. Working hours in the Department shall be from 7:00 a.m. to 6:30 p.m. An employee may start and end work at a time convenient to him/her provided that the same will not prejudice the prompt and effective delivery of service nor will disrupt the operations of his/her respective office where he/she is assigned. 3. An employee who reports later than 9:30 a.m. shall be considered tardy and anyone who leaves the office earlier than 4:00 p.m. shall be considered on undertime and such period/s of time shall be deducted accordingly from the employee's leave credits. 4. When the interest of the service so requires and as an exception to the general rule, the Head of Office may suspend the implementation of the flexible work schedule and may require an employee to report for work on such days specified on the written memorandum. CAIHTE 5. Employees are entitled to a lunch break not exceeding one (1) hour, which shall be from 12:00 p.m. to 1:00 p.m. 6. Recording of attendance shall be compulsory for all rank and file employees and must be strictly observed. Failure to register at the start of the working day and at the end of office hours shall result in a whole day's absent. Failure to swipe during mid-breaks shall only be allowed twice a month. Other instances shall result in attendance of half-day only. 7. Employees, regardless of their work schedule, are encouraged to attend the flag raising ceremonies on Mondays at 8:00 a.m. 8. Drivers are not covered by this flexi-time schedule. Instead, they are required to adopt a schedule suited to their nature of work. Heads of Office are required to submit to the Personnel Services Division the respective schedule of their staff for proper monitoring. This Order takes effect immediately. (SGD.) MARGARITO B.
