Authorizing Undersecretary Eric O. Recto to Sign Certain Documents During the Absence of Undersecretary Nieves L. Osorio

May 7, 2003 DOF DEPARTMENT ORDER NO. 014-03 ( Declared Overtaken by Events by D.O. 29-16 ) In the interest of the service, Undersecretary ERIC O. RECTO is hereby authorized to sign the following documents effective 12 May 2003 during the absence of Undersecretary Nieves L. Osorio who will be on official travel to Washington D.C., USA to attend the Study Tour for Philippine Government Officials on Fiscal Discipline in the Budget and Appropriations Process to be held from 12 to 16 May, 2003. This authority shall be effective until the return of Undersecretary Osorio. Department Personnel Order designating Officer-In-Charge to discharge the duties and functions of the head of the Division/Office within the Department of Finance (DOF) in the absence of its regular incumbent; Communications addressed to the Civil Service Commission in all matters pertaining to personal actions; Request to the Department of Budget and Management for release of Notice of Cash Allocation for regular appropriations as well as SARO and NCA for separation benefits; Request for official foreign travel authority (both official and personal) of officials and employees of this Department, including its bureaus and attached agencies except, Department Undersecretaries and Heads of Bureaus and Attached Agencies; Travel Authority (both official and personal) and Indorsement to Department of Foreign Affairs (for official travel) of officials and employees of this Department, its Bureaus and Attached Agencies; and Department Personnel Orders for local travels, attendance in local seminars, workshops and other training programs.
