Confidential and Intelligence Fund

January 4, 2006 DOF DEPARTMENT ORDER NO. 005-06 CONFIDENTIAL AND INTELLIGENCE FUND WHEREAS, the President approved the release of confidential and intelligence fund for this Department; WHEREAS, under Department Order No. 14-2005, Undersecretary Emmanuel P. Bonoan and Attorney Ramil E. Bugayong were designated as the Over-all Coordinator and Disbursing Officers of the confidential and intelligence fund; WHEREAS, the confidential and intelligence fund was released to Undersecretary Bonoan and Attorney Bugayong as disbursing officers under Disbursement Voucher Nos. 001933 and 001934, respectively; WHEREAS, after full compliance with accounting and auditing rules and regulations, the Office of the Commissioner of the Commission on Audit issued Credit Advice No. 2005-07-1032-N acknowledging and approving the partial liquidation by Undersecretary Bonoan of the total amount that was spent for the confidential and intelligence activities relating to the Revenue Integrity Protection Service and Operation: RATE; WHEREAS, Undersecretary Bonoan and Attorney Bugayong have requested that they be relieved of their designation as disbursing officers of the confidential and intelligence fund; WHEREAS, in full settlement of their accountabilities for the confidential and intelligence fund, Undersecretary Bonoan and Attorney Bugayong have turned over to the Office of the Secretary, this Department, and this office acknowledges receipt of, a Manager's Check (Land Bank of the Philippines MC No. 0000003700) in the amount of Ten Million Pesos (P10,000,000.00) corresponding to the amounts remaining in the hands of Undersecretary Bonoan and Attorney Bugayong; ASEcHI WHEREFORE, in view of the foregoing, Undersecretary Emmanuel P. Bonoan and Attorney Ramil E. Bugayong are hereby relieved of their designation and accountability as the Over-all Coordinator and Disbursing Officers of the confidential and intelligence fund of this Department. In lieu of Undersecretary Bonoan and Attorney Bugayong, Undersecretary Roberto B. Tan , this Department, is hereby designated as the Disbursing Officer of the confidential and intelligence fund of this Department. This order shall take effect immediately. (SGD.) MARGARITO B.
