January 7, 1999 DOF DEPARTMENT ORDER NO. 004-99 ( Declared Repealed by D.O. 29-16 ) This is to allow some flexibility for personnel holding Division Chief positions or its equivalent who are increasingly relied upon to represent the Department in various meetings organized by the government and private sector. As heads of their division/office, they are already acting as managers and as such should be accorded respect and trust, including that of observing proper office attendance. Cd pr In view thereof and consistent with Memorandum Circular No. 4 series of 1991 of the Civil Service Commission, I am exempting Department personnel occupying Division Chief level positions (SG 24 up) from registering their attendance using the fingerscan machine and instead record their attendance using the attendance logbook and Form 48.
