January 15, 2014 DOF DEPARTMENT ORDER NO. 004-14 ( Declared Overtaken by Events by D.O. 29-16 ) WHEREAS, pursuant to Department Order No. 19-08 ("DO 19-08") dated 02 May 2008, the conduct of Integrity Check/Background Investigation was included in the process of recruitment and promotion of personnel of this Department as a prior and indispensable requirement to the appointment of the selected candidate, and duly incorporated in this Department's Merit Promotion Plan, as approved by the Civil Service Commission; WHEREAS, in compliance with DO 19-08, since its issuance, Integrity Check/Background Investigation, which includes verification of authenticity of scholastic records, civil service eligibilities, previous employment, moral standing in the community where applicant resides, and other relevant areas, is being conducted as a prior and indispensable requirement to each appointment of personnel in this Department, as part of the Merit Promotion Plan of this Department; WHEREAS, Section 20 (a), Rule VI of the Omnibus Civil Service Rules and Regulations provides that notwithstanding the initial approval of an appointment, the same may be recalled on the ground of non-compliance with the procedures/criteria provided in the agency's Merit Promotion Plan; WHEREAS, a current compelling exigency in the service necessitates that willing, competent, and able persons be hired in this Department's Fiscal Intelligence Unit ("FIU") at the soonest possible time and with the least possible delay; NOW, THEREFORE, in consideration of the foregoing, for the period of 15 January 2014 to 28 February 2014, willing, competent and able persons may be appointed to the FIU pending the conduct of an Integrity Check, on the following conditions: SHTcDE 1. The applicant has submitted original or certified true copies of all documents required by civil service laws and administrative rules and regulations, including this Department's Merit Promotion Plan, for appointment in the position applied, including a filled-up Personal Data Sheet; 2. The procedures stated in the Merit Promotion Plan of this Department shall be strictly implemented, except that the Integrity Check, which shall in no case be dispensed with, may be conducted before or after the issuance of appointment to the applicant; 3. The appointment issued to the applicant shall be subject to recall in the event that the results of Integrity Check should reveal that the applicant submitted any false or spurious document in support of his application, declared false material information in any of the documents submitted, or failed to disclose material information required in the documents submitted, or that the applicant lacks any of the qualifications required for the position concerned or is otherwise unfit to serve in the position concerned.
