January 5, 2009 DOF DEPARTMENT ORDER NO. 003-09 Pursuant to the provisions of R.A. 9485 otherwise known as the "Anti-Red Tape Act of 2007" and the Implementing Rules and Regulations (IRR) adopted by the Civil Service Commission (CSC) through its Resolution No. 081471 dated 24 July 2008, the DOF Public Assistance and Complaints Desk is hereby established to provide assistance and/or received complaints from the transacting public particularly on the identified frontline services of this Department stipulated on Department Order No. 31-08 dated 05 November 2008, as follows: 1. Revenue Office; 2. One-Stop-Shop Tax Credit Inter-Agency and Duty Drawback Center; 3. Central Financial Management Office; and 4. Central Administration Office. To further ensure its effective implementation, a Hotline Number shall be put up and dedicated solely for said purpose. It shall be placed in a location conspicuous and accessible to the transacting public and shall be manned by an assigned Desk Officer of the Day from the above-mentioned Frontline Offices who shall be responsible for: 1. Rendering assistance/receiving complaints, comments or suggestions from the transacting public; and 2. Coordinating with Director Fidel G. Condrada, Chairman of Task Force on Citizens Charter or any member thereof with regard to the complaints, comments, or suggestions received during his assignment as Desk officer of the Day. The complaints, comments or suggestions received by the Desk Officer shall be processed by the Task Force on Citizens Charter and the same shall be forwarded to the CSC and Office of the Ombudsman for appropriate disposition.
