January 9, 2013 DOF DEPARTMENT ORDER NO. 002-13 TO : All DOF Officials and Employees This Department SUBJECT : Internal Guidelines on the Observance of the Flag Raising and Flag Lowering Ceremonies in the Department of Finance To ensure proper observance of the Flag ceremonies and strict compliance to Republic Act No. 8491, otherwise known as the "Flag and Heraldic Code of the Philippines and Civil Service Commission Memorandum Circular (MC) No. 19, s. 2012 dated November 12, 2012 which require all government offices and educational institutions to observe the flag raising ceremony every Monday and the flag lowering ceremony every Friday, the following guidelines are hereby established: I. Conduct of Flag Ceremonies A. Flag Raising Ceremony shall be conducted at 8:00 a.m. every Monday or the next working day, if Monday falls on a holiday and Flag Lowering Ceremony at 4:30 p.m. every Friday or last working day of the week, if Friday falls on a holiday. B. The schedule of Office-in-Charge of the flag ceremonies for CY 2013 in the attached Department Order No. 48-2012 dated 17 December 2012 shall be followed. C. Proper deportment during the flag raising shall be observed. At the moment the first note of the anthem is heard, everyone shall come to attention. All persons present shall place their right palms over their chests. The assembly shall sing the National Anthem and at the first note, the flag shall be raised briskly. D. During the flag lowering, the flag shall be lowered solemnly and slowly so that the flag shall be down the mast at the sound of the last note of the anthem. Those in the assembly shall observe the same deportment or shall observe the same behavior as for the flag raising ceremony. To show respect for the flag, employees shall not leave until the flag has been folded up. THIASE II. Attendance All officials and employees, permanent and outsourced, are required to attend both the Flag Raising and Flag Lowering Ceremonies, regardless of the flexitime schedule. The Personnel Services Division (PSD) shall strictly monitor the attendance of personnel to the flag ceremonies. III. Incentives In accordance with Section VII. 7.2 of the Program on Awards and Incentives for Service Excellence (PRAISE) of the Department of Finance as approved by the Civil Service Commission, an employee who has consistently earned perfect attendance at the flag raising ceremonies for a period of six (6) consecutive months shall be granted one (1) day Compensatory Day Off. Additional one (1) day Compensatory Day Off shall be granted to an employee who has consistently earned perfect attendance at the flag lowering ceremonies for a period of six (6) consecutive months. Likewise, employees who will be able earn perfect attendance to both the flag raising and flag lowering ceremonies for the year shall be featured in the DOF Newsletter and shall be granted three (3) days stay for free at the newly renovated DOF Cottage with their families pursuant to Sec. VII.7.8 of PRAISE. They shall also be entitled to monetary benefit of PhP2,000.00. This Order takes effect immediately and all concerned shall be guided accordingly. (SGD.) GIL S.
