January 18, 2011 DOF DEPARTMENT ORDER NO. 002-11 To promote the Constitutional mandate that appointments in the Civil Service shall be made only according to merit and fitness, all Bureaus and Attached Agencies, this Department are hereby instructed to strictly observe the following guidelines on Selection Procedures for hiring and promotion of personnel based on Civil Service Commission Omnibus Rules on Appointments and Other Personnel Action: 1. Merit and fitness shall be determined, as far as practicable, by competitive examinations except for appointment to positions which are policy determining, primarily confidential, or highly technical. Along this line, respective Bureaus and Attached Agencies should conduct pre-employment and promotional exams to include competency and integrity tests; 2. There shall be equal employment opportunity at all levels of position in the Agency, provided they meet the minimum requirements of the vacant position. For technical positions, specific requirements for education, experience and eligibility shall be determined by the Head of Office concerned; 3. Applicants who are competent, qualified and possess appropriate civil service eligibility shall be considered for permanent appointment; aSACED 4. Candidates for promotion or hiring shall be subjected to integrity check/background check pursuant to the Integrity Development Action Plan (IDAP). 5. Vacant positions marked for filling up shall be published in accordance with Republic Act 7041 (Publication Law) and its implementing guidelines. The published vacant position shall also be posted in at least three (3) conspicuous places in the agency. Filling up of vacant positions shall be made after ten (10) calendar days from date of publication. Vacant positions which are not filled within six (6) months should be re-published.
