October 13, 2000 DILG MEMORANDUM CIRCULAR NO. 144-00 TO : National Officers Of The Member-Leagues Of The Union Of Local Authorities Of The Philippines SUBJECT : BIR-ULAP Revenue Generation Workshop The Bureau of Internal Revenue and the Union of Local Authorities of the Philippines will jointly conduct a Workshop on Revenue Generation on October 12, 2000 at the BIR National Training Center, BIR Compound, Diliman, Quezon City. This activity aims to provide the participants with the opportunity to: Identify issues and gaps in tax collection, withholding and remittance by local government units; Firm up appropriate means and approaches to address these issues and gaps; and Draw up partnership and cooperative mechanisms among the BIR, other concerned national government agencies and the different leagues towards improvements in revenue generation efforts. In this connection, and upon the request of the workshop organizers, all the National Officers of the Member-Leagues of the Union of Local Authorities of the Philippines are hereby encouraged to attend the above-mentioned workshop on official time. The payment of applicable travelling allowances, per participant, may be authorized, chargeable against local funds, subject to the availability of funds, to the usual accounting and auditing requirements, and to all pertinent laws, rules and regulations. It is understood that other activity-related expenses will be shouldered by the BIR. The ULAP, through its National President, shall submit, through the Bureau of Local Government Supervision, to the Secretary of Interior and Local Government, a Post-Workshop Report within one (1) month after the aforementioned activity.
