May 29, 2015 CUSTOMS MEMORANDUM ORDER NO. 014-15 SUBJECT : Revised Regulations for BOC Accreditation of Philippine Economic Zone Authority (PEZA) Locators Pursuant to Department of Finance Order No. 107-2014 and by virtue of Section 608 of the Tariff and Customs Code of the Philippines, as amended, the following rules and regulations are hereby promulgated, to wit: 1. Objective To promote an effective and efficient customs management by streamlining and simplifying the Customs accreditation procedure for PEZA locators thereby creating a more business and investor-friendly environment. 2. Coverage This Order shall cover all corporations, partnerships, cooperatives or sole proprietorships registered as locators by PEZA. 3. Operational Provisions Considering that the documentary requirements and eligibility of locators have already been evaluated and passed upon by PEZA, which is the primary regulating agency of locators within its special economic zones, the Bureau of Customs (BOC) shall no longer impose additional documentary requirements for their accreditation with the BOC. Accordingly, all locators that have already been registered and approved by PEZA through the Client Profile Registration System (CPRS)-E2M System shall be activated immediately by the BOC-Management Information System and Technology Group (MISTG) after payment of an activation fee of One Thousand Pesos (Php1,000.00) at the BOC-Cash Division and presentation of the corresponding official receipt and copy of the CPRS Certificate of Registration to MISTG. EcTCAD 4. Repealing Clause This Order expressly revokes Customs Memorandum Order No. 3-2015 on Regulations for Accreditation of PEZA Locators. Any order, rule or regulation contrary or inconsistent herewith is hereby repealed and/or amended accordingly. (SGD.) ALBERTO D. LINA Commissioner
