Osmea; RESOLVED, to approve the following Ordinance: CEBU CITY TAX ORDINANCE NO. CXXIX AN ORDINANCE RATIONALIZING AND AMENDING CHAPTER XVIII, SECTION 67, PARAGRAPH (h) OF CITY ORDINANCE NO. LXIX, OTHERWISE KNOWN AS THE OMNIBUS TAX ORDINANCE OF THE CITY OF CEBU, AS AMENDED BY CITY TAX ORDINANCE NO. LXXXV WHEREAS, City Ordinance No. LXIX, as amended by City Tax Ordinance No. LXXXV, under Chapter XVIII, Section 67, paragraph (h) enumerates the Miscellaneous Fees and Charges for services rendered by the City Health Department and the Cebu City Medical Center (CCMC); WHEREAS, the current rates of CCMC for its services need to be rationalized because the same no longer reflect the prevailing costs of such services, having been pegged over a decade ago; furthermore, City Ordinance No. LXIX, as amended, does not contain all the services available at CCMC with their corresponding rates; WHEREAS, the Cebu City Medical Center (CCMC) is in pursuit of providing an environment that promotes high quality and cost-effective health care services for all particularly the constituents of the City of Cebu; WHEREAS, the Cebu City Medical Center is a Level IV training teaching hospital in Internal Medicine, Surgery, Pediatrics, OB-Gyne and Nursing with 300 bed capacity; WHEREAS, as part of the mandate as a Level IV training-teaching hospital and in order to offer state of the art health care facilities to the Cebuanos at a reasonable cost, CCMC has currently acquired equipment for this sustainability; IHAcCS WHEREAS, there is a need to rationalize CCMC rates and to bill all services and supplies provided by CCMC for accounting and inventory purposes and to establish standard charges for the use of the equipment for its maintenance and sustainability; WHEREAS, the services, as charged, already include the cost of supplies used in rendering such services, except in cases that may require additional supplies; WHEREAS, while patient's ability or willingness to pay cannot be controlled, rationalizing the rates and billing all services and supplies will facilitate the tracking and inventory of supplies as such system will necessitate the documentation of all services rendered and supplies used; WHEREAS, benchmarking with other hospital (private and public) and diagnostic clinics on the current costs of the identified diagnostic procedures using the newly acquired equipment were done; WHEREAS, the Cebu City Medical Center Hospital Board convened with the hospital consultants and agreed on the standard charges for the use of the newly acquired equipment using the rates set by the other hospitals and diagnostic clinics as reference; and WHEREAS, the adoption of an ordinance rationalizing CCMC rates and giving CCMC the authority to charge all its services and supplies would lead to better financial management. THEREFORE, for and in consideration of the foregoing premises considered, the Sangguniang Panlungsod of the City of Cebu, in a regular session assembled, hereby ordains that: SECTION 1. Title . This Ordinance shall be known as the "CCMC Rate Rationalization Ordinance of 2012". SECTION 2. Rates . All previous ordinances or parts thereof which are inconsistent with the provisions of this Ordinance are hereby repealed, modified or amended accordingly. SECTION 5. Effectivity .
