Purchase of Duty & Tax-Free Items Inside CFZ

June 13, 2012 CDC MEMORANDUM CIRCULAR NO. ERD-12-23 TO : All Concerned SUBJECT : Purchase of Duty & Tax-Free Items Inside CFZ With the cancellation on issuance of CDC purchase and gas coupon and the non-deployment of DFS Validators in all Duty Free Stores and Gas stations inside Clark Freeport Zone, we would like to reiterate that the purchase of duty and tax-free items/goods including fuel is limited only to qualified individuals as provided by law. Below are the classifications of qualified individuals with their corresponding purchase limits: Classification/Category Document to be presented when Limitation availing duty and tax-free items including Fuel 1. Locators and Residents (18 Valid Company ID with supporting Unlimited purchase years old and above) of the employment certificate issued by their as long as these fenced-in areas of Freeport HRD; Proof of Billing Statement or items are for Zone per RA 7227 (1992), EO Residence Certificate issued by consumption 97-A S.1993, RA 9400 competent authority inside the within the zone. Freeport Zone i.e., CDC, PAF 2. Overseas Filipino Workers Valid Passport US$2,000 (OFWs) and Balikbayans defined per RA 6768 dated 03 Nov. 1989 (Validity is within 48 hours upon arrival) 3. Tourists and Filipinos Valid Passport US$1,000 but not traveling to or returning from to exceed foreign destinations within 48 US$10,000 in a hours upon arrival as per EO given year 97-A, S. 1993 Duty Free stores and Gas Stations are advised to strictly limit their sales to the above individuals. DTAHSI Those who do not fall in any of the above classification/category should not be allowed to purchase duty and tax-free items inside Clark Freeport Zone. For your information and guidance.
