August 25, 1953 CBP MEMORANDUM TO : Authorized Agents, Airline and Shipping Companies 1. Authorized Agents and Airline and Shipping Companies are informed that, to conform to the provisions of Central Bank Circular No. 42 dated May 21, 1953, E. C. Form Nos. 303 (Revised), 304 (Revised) and 305 (Revised) have been further revised. Copies of these forms as further revised are attached. dctai 2. E. C. Form No. 303 (Revised) now entitled "DECLARATION OF PHILIPPINE CURRENCY, FOREIGN EXCHANGE AND SECURITIES IN THE POSSESSION OF PHILIPPINE RESIDENTS ENTERING THE PHILIPPINES" shall be accomplished in triplicate, the original and duplicate thereof to be submitted to the Central Bank Agent at the point of entry and the triplicate retained by the person reporting. As stated in the heading of this form, aside from foreign exchange and Philippine currency brought into the Philippines by the person reporting, he shall also declare any securities which he may have brought with him. 3. E. C. Form No. 304 (Revised) now entitled "DECLARATION OF PHILIPPINE CURRENCY, FOREIGN EXCHANGE AND SECURITIES IN THE POSSESSION OF PHILIPPINE RESIDENTS DEPARTING FROM THE PHILIPPINES" shall be accomplished in triplicate, the original and duplicate thereof, together with the licenses granted by the Central Bank or any of its Authorized Agents to the traveler (person reporting) to take with him foreign exchange, Philippine currency and securities, shall be surrendered to the Central Bank Agent at the pier or airport of departure, and the triplicate retained by the traveler. In addition to Philippine currency and foreign exchange, the departing resident shall also declare any securities carried by him. 4. E. C. Form No. 305 (Revised) now entitled "DECLARATION OF PHILIPPINE CURRENCY, FOREIGN EXCHANGE AND SECURITIES IN THE POSSESSION OF VISITORS ENTERING THE PHILIPPINES" shall be accomplished in triplicate, the original and duplicate thereof to be surrendered to the Central Bank Agent at the port of entry, and the triplicate retained by the visitor reporting. The visitor accomplishing this form shall declare, in addition to Philippine currency and foreign exchange carried by him, securities brought by him into the Philippines. The visitor is likewise required to present to the Central Bank Agent at the point of entry for physical verification of all foreign exchange, Philippine currency and securities declared by him on this form. 5. Airline and Shipping Companies are requested to furnish a complete set of these forms to every departing and incoming passenger using their facilities and to explain to them the need for and proper accomplishment of these forms. To avoid unnecessary delay and inconvenience, E. C. Form No. 304 (Revised) shall be accomplished before the departing traveler presents himself to the Central Bank Agent at the point of departure and E. C. Form Nos. 303 and 305 (Revised) shall be accomplished before the incoming resident or visitors arrives at the point of entry. 6. The cooperation of Authorized Agents and Airline and Shipping Companies in the proper accomplishment of these revised forms is requested. 7. These forms should be used immediately. (SGD.) CESAR M.
