October 14, 2014 CALOOCAN CITY ORDINANCE NO. 0553-14 (PROPOSED ORDINANCE NO. 1502) AN ORDINANCE PROVIDING FREE COLLEGE EDUCATION TO QUALIFIED STUDENTS IN THE UNIVERSITY OF CALOOCAN CITY, THEREBY AMENDING SECTION 247 OF CITY ORDINANCE NO. 0386 SERIES OF 2004 OTHERWISE KNOWN AS THE UPDATED CALOOCAN CITY REVENUE CODE OF 2004 Sponsored by: HON. TEH WHEREAS , education is one of the priority concern of the City Government of Caloocan; WHEREAS , a college degree allows the youth to be more competitive in seeking employment, thereby enhancing chances of those from poor families to improve their economic condition; WHEREAS , inability to pay for tuition and other university fees prevents many poor families in Caloocan City from sending their children to tertiary schools to secure college degrees; WHEREAS , providing access to free college education for the youth of Caloocan City shall greatly enhance human resource competitiveness and shall serve as one of the lead strategic programs of the Caloocan City Government in decreasing poverty within the City; WHEREAS , the University of Caloocan City is owned and being funded by the City Government of Caloocan and can provide therein free tertiary education to poor constituents of the City. ETHIDa NOW THEREFORE, BE IT ORDAINED AS IT IS HEREBY BEING ORDAINED by the Sangguniang Panlungsod of Caloocan in session duly assembled the following: SECTION 1. Declaration of Policy . It is hereby declared policy of the Caloocan City Government to provide its youth access to free quality tertiary education as a means to enhance human resource competitiveness. SECTION 2. Amendment of Section 247 of City Ordinance Nos. 0386 Series of 2004 Otherwise Known as the Updated Caloocan City Revenue Code of 2004 . Section 247 of City Ordinance Nos. 0386 OTHERWISE KNOWN AS THE UPDATED CALOOCAN CITY REVENUE CODE OF 2004 currently read as: "Exemptions (a) Residents of Caloocan City who are certified as indigents by the Department of Urban, Social and Industrial Relations Services and Office for the Urban Poor of the City government and who have shown exemplary scholastic records as determined he University's Scholarship Committee may be exempted from paying tuition fee upon approval by its Board of Trustees. (b) Students who are permanent City government employees are exempted from payment of the above fees. Likewise, students who are legitimate children of permanent City government employees entitled to fifty percent (50%) discount in tuition fees per semester." shall now be read as follows: SECTION 247. EXEMPTIONS a) The following students possessing any or all of the herein qualification are exempted from payment of the above fees: i. One or both parents are registered voter of Caloocan City; ii. One or both parents are taxpayers of Caloocan City (Real Property Tax or Business Tax only); iii. Graduate of elementary and/or secondary public or private school in Caloocan City; iv. Legally adopted child of a taxpayer or registered voter of Caloocan City; or v. Registered voter of Caloocan City. b) Student who are permanent City Government employees are exempted from payment of the above fees. Likewise, students who are legitimate children of permanent City government employees are entitled to FREE tuition fees per semester. c) The continued enjoyment of the above exemption from payment of fees shall be subject to academic standards to be set by the Board of Regents of UCC. SECTION 3. Transitory Provisions . a. For old students under Scheme 2 stated in Ordinance No. 0386, they shall be entitled to the aforementioned exemption from payment of fees provided they are bona fide residents of Caloocan City; b. The Board of Regents of UCC shall issue Rules and Regulations implementing this Ordinance within SIXTY (60) DAYS from the effectivity of this Ordinance. SECTION 4. Separability Clause . If any part of this ordinance is declared inoperative or unlawful by a competent court, such declaration shall not affect the other parts or sections hereof that are not unlawful or unconstitutional. SECTION 5. Repealing Clause . All previous ordinance inconsistent with this ordinance shall be deemed repealed or modified accordingly. SECTION 6. Effectivity . This ordinance shall take effect upon approval and compliance on the mandatory publication in a newspaper of general circulation within Caloocan City.
