Zulueta SB Member (PPPSK) CAINTA RESOLUTION NO. 094-99 RESOLUTION CREATING A COMMITTEE TO ENACT AN ORDINANCE IN THE REVISION OF THE MUNICIPAL ORDINANCE NO. 2-92 (11) KNOWN AS THE REVISED REVENUE CODE OF CAINTA, RIZAL WHEREAS, the Municipality of Cainta, Rizal wishes to upgrade the 1993 Revised Revenue Code of Cainta, Rizal; WHEREAS, Section 129 "Power to Create Sources of Revenue" and Section 132 "Local Taxing Power" of The New Local Government Code (Republic Act No. 7160) authorizing each Local Government Unit through the Sangguniang Bayan to exercise its power to create a revenue body through an appropriate ordinance. Provide further in Section 186 "Power to Levy other Taxes, Fees, or Charges", specifying the power to levy other taxes, fees or charges not unjust, excessive, oppressive or contrary to declare national policy. Provide finally in Section 191 "Authority of Local Government Units to adjust rates of Tax Ordinances", whereby Local Government Units shall have the authority to adjust the tax rates, not oftener than once every five (5) years, but in no case shall such adjustment exceed 10% of the rates fixed under the code; aDSIHc WHEREAS, the rates specified in the Municipal Ordinance No. 2-92 (11), The Revised Revenue Code of Cainta, Rizal are no longer applicable and appropriate to the present set-up of expenses and revenue generating power of the municipality; WHEREAS, it is necessary to create a body to study and enact revisions on Municipal Ordinance No. 2-92 (11) to further enhance the revenue generating power of the municipality; NOW THEREFORE, after careful deliberation on the matter on Motion of Hon. Telesforo Z. Francisco, duly seconded by Hon. Zoilo G. Tolentino. BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to approve the creation of a Committee to enact an ordinance in the revision of Municipal Ordinance No. 2-92 (11), known as the Revised Revenue Code of Cainta, Rizal and thereby composed of the following with their respective designations: Hon. Zoilo G. Tolentino, Jr. Chairman Mrs. Herminia M. Cruz Vice-Chairman Hon. Telesforo Z. Francisco Member Hon. Edgar L. Cruz Member Hon. Rosauro V. Gongora Member Hon. Arthemio A. Balgoa Member Mr. Claro C. Ugay Member Engr. Albert Gatlabayan Member Mr. Narciso T. Cruz Member Mrs. Estrella Zabala Secretary RESOLVED FURTHER, that copies of this resolution be furnished to the Department heads of Cainta Municipal Government and to all concerned for their information and guidance.
