January 24, 2011 BUREAU OF LOCAL GOVERNMENT FINANCE OPINION 1st Indorsement Respectfully referred to the City Treasurer, Taguig City, Metro Manila, the within letter dated January 3, 2011 of Mr. Rizalino M. Espino, Proprietor, Concept Dynamics Enterprise (CDE), with office address at 306 MC-15 Diego Silang Village, that City, seeking clarification on the following issues, to wit: 1) Whether CDE, which qualified as a Barangay Micro Business Enterprise (BMBE) in 2006, can be disqualified from renewal of its business even if the same conditions for qualification still exists; and 2) That only street vendors and the like are the ones allowed to register as BMBE. Mr. Espino made representations that CDE was previously registered under the BMBE program at the City Treasurer's Office (CTO) of Taguig City. CDE is an event organizer and marketing support services enterprise. It is engaged in putting together events such as conventions, product launches, parties, and other marketing services for both private and government clients. CDE is a single proprietorship. caCSDT CDE's BMBE registration expired in 2008. It applied for renewal in September 2010 but its application was allegedly held in abeyance by personnel of the CTO pending the submission of an affidavit attesting that it is indeed a BMBE. It is contended that such requisite is not among the requirements for renewal in Rule 2, Section 3.b of DOF Department Order No. 17-04. In this connection, comments and/or appropriate action is requested on the above issues five (5) days upon receipt hereof so that a proper rejoinder can be made on the above request of Mr. Espino.
