March 4, 2002 BUREAU OF LOCAL GOVERNMENT FINANCE OPINION Mr . Nicandro B . Gautane Land Title Researcher 220 P. Tuazon Street Cubao, Quezon City S i r : This refers to your letter dated October 8, 2001, for and in behalf of the Land Title Researcher of Cubao, in effect requesting the conduct of an investigation concerning your allegation of the existence of fake and spurious tax declarations obtaining in the Municipal Assessor's Office of San Mateo, Rizal. In this connection, attached herewith is the 2nd Indorsement dated December 18, 2001 of the Provincial Assessor of Rizal, submitting to this Bureau his reply and/or explanation on the matter, the dispositive portion of which reads as follows: "It is viewed, therefore, that complainant's allegations have no basis whatsoever to give weight to his conclusions that there is scheme to prejudice the residents, actual possessors or bonafide occupants on the land subject of the complaint. Nonetheless, in my opinion, he may pursue his complaint to proper government agency/ies if only to protect the rights of the residents thereat especially, if he is one among them."
