July 16, 2002 BUREAU OF LOCAL GOVERNMENT FINANCE OPINION The Regional Director for Local Government Finance Department of Finance-Region IV People's Mansion Compound Batangas City M a d a m : This refers to your letter dated May 9, 2002, in effect requesting clarification, for purposes of uniformity, as to whether RPA Form No. 1 Declaration of Real Property (under P.D. No. 464) is now replaced with RPA Form No. 1 (per R.A. No. 7160) or RPA Form No. 1-A. Representations are being made that RPA Form No. 1 (per R.A. No. 7160) and RPA Form No. 1-A are still being used by the Municipal Assessor's Offices of the Province of Batangas; Sta. Rosa, Laguna; and the City Assessor's Offices of Calamba City and San Pablo City. It is submitted, however, that the subject new Forms lack relevant information. It is submitted further that only Department Order No. 45-89 dated November 9, 1989 had been issued so far by the Department of Finance to replace the Tax Declarations (RPA Form No. 1 under P.D. No. 464) for provinces, cities and municipalities implementing Foreign-Assisted Projects. In this connection, please be informed that the subject matter has been taken into consideration in the preparation of the Manual on Real Property Tax Administration. ADSTCa In view hereof, and pending approval of the said Manual, this Bureau deems it best to allow the use of the subject new Forms so as to avoid wastage of the said forms.
