Amatong THRU : Channel SUBJECT : HUDCC's Recommended Valuation of Unutilized PNR Land in the Province of Albay and the City of Legaspi declared as Socialized Housing Sites This refers to the request of the Housing and Urban Development Coordinating Council for the Department of Finance' comments and approval on the proposed pricing of the Philippine National Railways' (PNR) unutilized lots identified as Socialized housing sites per Proclamation No. 40 dated May 7, 2001 of President Gloria Macapagal-Arroyo. Under the attached proposed action, this Bureau, after an evaluation has been made on the attached documents deems it best to request the Provincial Assessor of Albay and the City Assessor of Legaspi City, thru the Regional Director of Region V, to submit their respective recommendations on the proposed pricing of PNR lots. Likewise, we are requesting them to submit a copy of the resolution or Provincial Appraisal Committee (PAC) report, in their capacity as Chairman of the Provincial/City Appraisal Committee, respectively, to determine the reasonableness of the HUDCC's recommended Valuations, how these recommended valuations were determined and whether pertinent provisions of the attached Local Finance Circular No. 1-97 of the Department of Finance, specifically Section 7 thereof (Determination of Market Values of "Blighted Lands") were taken into consideration. SANTOS Acting Division Chief, LASS 1st Indorsement Respectfully referred, thru the Regional Director for Local Government Finance, Department of Finance, Region V, Camp General Simeon Ola, Daraga, Albay, to the Provincial Assessor of Albay, and the City Assessor of Legaspi City, the within letter dated May 02, 2002, of the Regional Coordinator, Housing and Urban Development Coordinating Council (HUDCC), Legaspi City, in effect requesting our comments and approval with regard to Proclamation No. 40 signed on May 07, 2002 of the President "Declaring the unutilized PNR Lands in the Province of Albay and the City of Legaspi as Socialized Housing Sites". Representation is being made that in consonance with Proclamation No. 40, the Inter-Agency Policy Committee after an appraisal has been made by the Local Appraisal Committee of the Province of Albay and the City of Legaspi, allegedly recommended the valuation for the subject PNR lots, taking into consideration such factors as fair market values, registered sales, opinion values and the affordability of the intended beneficiaries. These beneficiaries, numbering about 4,681 households have already permanently established their residence there for a period ranging from 20 to 50 years, as provided in the 6th "Whereas" clause of the said Proclamation. cAISTC In this regard, that Office is hereby directed to look into the following: (1) the reasonableness of the recommended price made by the Local Appraisal Committee thereat; (2) how the "recommended special price" was determined by the Committee; and (3) whether the provisions under the attached Local Finance Circular No. 1-97 dated April 16, 1997 of the Department of Finance, specifically Section 7 thereof, has been taken into consideration.
