March 23, 2011 BUREAU OF LOCAL GOVERNMENT FINANCE OPINION 1st Indorsement Respectfully referred to the City Treasurer, Manila, for comment and/or appropriate action the herein letter dated March 10, 2011 of Ms. Debbie Manumbas, On Line Manufacturing Inc., addressed to Hon. Cesar V. Purisima, Secretary of Finance, requesting assistance regarding the disapproval of that Office of their BMBE's renewal of its registration. ATcEDS Representations are made that On Line Manufacturing Inc. filed their application on April, 2010 without being notified of any deficiency. It is presumed that their application for renewal was approved since the processing period of fifteen (15) days had lapsed. However, on February 28, 2011, the subject Office received a letter disapproving their application. The basis of On Line Manufacturing Inc.'s presumption on the approval of its renewal for registration is Section 6 (c) of the Implementing Rules and Regulations (IRR) of R.A. 9178, otherwise known as the "Barangay Micro Business Enterprises (BMBEs) Act of 2002, quoted hereunder. "Section 6. Procedures for Registration. The following are the procedures when applying for registration as BMBE: "(a) . . . "(c) The Municipal or City Treasurer evaluates the application. Application shall be processed within fifteen (15) working days upon submission of complete documents. Otherwise, the BMBEs shall be deemed registered; and "xxx xxx xxx."
