June 26, 2001 BUREAU OF LOCAL GOVERNMENT FINANCE OPINION 3rd Indorsement Respectfully returned to the Provincial Assessor of Southern Leyte, Maasin City, the within preceding Indorsement dated February 21, 2001, requesting guidelines in order to effect the transfer of records from the Provincial Assessor's Office of Southern Leyte to the City Assessor's Office of Maasin City. The abovementioned request was prompted by the letter dated February 15, 2001 of the City Mayor of Maasin City which was recently converted into a city by virtue of R.A. No. 8796. However, that Office is awaiting specific implementing guidelines relative to R.A. No. 8796, particularly on the transfer of assessment records from the province to the said city. ScaHDT In this connection, please be informed that the subject matter has already been clarified under our 2nd Indorsement dated April 18, 2001, copy attached, the pertinent portion of which is quoted hereunder: "Clearly, the City of Maasin can undertake all assessment activities on its own, subject to the technical supervision of, and coordination with, the Provincial Assessor of Southern Leyte. Relatedly, the specific guidelines implementing R.A. No. 8796, which the said Provincial Assessor is requesting before the said transfer could be effected, is no longer necessary. "Accordingly, the request of the City Mayor of Maasin City for the transfer of all real property assessment records from the Office of the Provincial Assessor of Southern Leyte to the City Assessor's Office of the newly created City of Maasin should, therefore, be given due course."
