November 13, 2000 BUREAU OF LOCAL GOVERNMENT FINANCE OPINION 1st Indorsement Respectfully returned to the City Assessor of Olongapo City, his within letter dated October 17, 2000 requesting authority to revise the assessment forms prescribed under Department Order No. 45-89 dated November 9, 1989, copy attached, of the Department of Finance for the general revision of real property assessments to be undertaken by the City Assessor's Office in order to suit their computer operations. Records of this Bureau show that the City of Olongapo availed of the PREMIUMED RPTA Project. In this connection, please be informed that the pertinent portion of the said Department Order No. 45-89 provides as follows: "In line with the objectives of improving the existing RPTA system and in accordance with the Memoranda of Agreement executed by the Bureau of Local Government Finance (BLGF) and Local Government Units (LGU's) for purposes of Implementing Foreign-Assisted RPTA Projects, all participating Provinces, Cities and Municipalities are hereby enjoined to install the RPTA System through the installation of forms prescribed as follows: (see Annexes A-1): . . . " It is clear from the abovequoted provision of the said Department Order No. 45-89 that provinces, cities and municipalities participating under the RPTA Projects should use the prescribed forms therein. CTSAaH It is, however, informed that the proposed Regulations prescribing the use of the revised assessment forms has already been submitted to the Secretary of Finance for his review and approval/signature. In the meantime that the said Regulations is yet to be approved/signed by the Secretary of Finance, that Office is hereby directed to use the forms prescribed under the aforesaid Department Order No. 45-89.
