February 3, 2010 BUREAU OF LOCAL GOVERNMENT FINANCE OPINION Mr. Mario P. Cacabelos, et al. General Manager Quality Petron Servicecenter Quezon Avenue Midsayap, Cotabato 9410 Sir : This refers to your letter dated January 19, 2010 seeking clarification and advice regarding the implementation of Local Finance Circular No. 1-05 dated December 8, 2005, prescribing the guidelines governing the powers of local government units (LGUs) to impose taxes, fees and charges on petroleum products pursuant to R.A. No. 7160, otherwise known as the Local Government Code (LGC) of 1991. The above request was prompted allegedly by the non-implementation of said LFC by the Municipal Treasurers of Midsayap, Pigcawayan and the City Treasurer of Cotabato City. Please be informed that said letter was referred to the respective local treasurer of said local government units for comment and/or appropriate action under a 1st Indorsement of even date.
