July 17, 2002 BUREAU OF LOCAL GOVERNMENT FINANCE OPINION Mr . Priscillano N. Fabe Sibulan, Negros Oriental S i r : This refers to your letter dated January 9, 2002, in effect requesting the issuance of separate tax declarations for facility in the payment of real property tax, covering a parcel of land, Lot # 56, which have been cancelled by the City Assessor's Office of Tanjay, and subsequently consolidated into only one (1) tax declaration. In this connection, enclosed is a copy of the letter dated March 11, 2002, jointly signed by the City Assessor and the City Treasurer of Tanjay, furnishing relevant information pertinent thereto, for your information and reference. GERONIMO Assistant Secretary Department of Finance Roxas Boulevard corner Vito Cruz Street Manila 1004 S I R : Relative to your letter of February 7, 2002, we are very glad to know that a concerned citizen has voiced out his problem with regards to assessment and payment of his real property, which is also the problem of many. While it is true that the lot of Mr. Fabe had a separate tax declaration during the incumbency of the previous assessor under tax declaration no. 02-082 (1980) therefore payment of taxes was never a problem to him and other co-owners until our time, we consolidated the tax declarations of said lot 56 based upon TCT-9628 which we believe was the most reliable paper. Attached are true copies of the tax declarations of different owners for lot 56 until its latest revision/consolidation and a xerox copy of TCT-9628, for your ready reference. ESCcaT Much to our desire to implement Mr. Fabe's suggestion/request, we could not do it because the regional office does not allow the segregation of tax declarations without an approved plan so do with the payment of taxes to just a portion of a tax declaration. We hope we will be guided accordingly by any legal action you will be taking so that as frontliners and implementors of the program, we will be able to bring government closer to the people.
