February 7, 2019 BSP MEMORANDUM NO. M-2019-004 TO : All Universal and Commercial Banks (UBs/KBs) SUBJECT : Guidelines on the Electronic Submission of the Interest Rates on Loans and Deposits (IRLD) Pursuant to BSP Circular No. 1029 dated 25 January 2019 on the Interest Rates on Loans and Deposits (IRLD) Report of Banks, UBs and KBs shall observe the timelines set out in the table below: Particulars Timelines Submitted to Type of Report Transitory Period 01-28 February 2019 Department of Economic Statistics (DES) and Existing reports Supervisory Data Center (SDC) Revised IRLD report Actual implementation 01 March 2019 SDC Revised IRLD report The submission guidelines for the IRLD are as follows: 1. The prescribed data entry template (DET) and the corresponding Control Prooflist (CP) of the IRLD can be downloaded from http://www.bsp.gov.ph/SES/reporting_templates or requested from the BSP-Supervisory Data Center (SDC). HTcADC 2. The DET in Excel of the IRLD Report together with the scanned copy of the CP in Portable Document Format (PDF) signed by authorized official of the reporting BSP Supervised Financial Institution (BSFI) shall be electronically submitted within the prescribed deadline to: [emailprotected] : using the prescribed format for the subject, as follows: "IRLD <BSFI Name>, <Reference Period>," as illustrated below: To : [emailprotected] Subject (for weekly) : IRLD BSFI Name, 06 February 2019 Subject (for monthly) : IRLD BSFI Name, 28 February 2019 and using the following prescribed file names and format: File File Name File Format Data Entry Template IRLD-weekly xls IRLD-monthly Control Prooflist IRLD-weekly_Control Prooflist pdf IRLD-monthly_Control Prooflist 3. Should the weekly report fall in between two (2) months, submit two (2) weekly reports capturing the days covered in the same month ( e.g. , reference week 28 March-03 April 2019). The report will be broken down into two (2), namely: for 28-31 March 2019 and for 1-3 April 2019. 4. Banks that are unable to transmit electronically can submit the DET and its accompanying scanned CP in CD form through messengerial or postal services within the prescribed deadline to: The Officer-In-Charge Supervisory Data Center (SDC) Bangko Sentral ng Pilipinas 11th Floor, Multi-Storey Building BSP Complex, A. Mabini Street, Malate 1004 Manila 5. In accordance with BSP Memorandum No. M-2017-028 dated 11 September 2017, only electronic submissions originating from officially registered e-mail address/es of the bank shall be recognized and accepted by the SDC. Same registered e-mail address/es shall be used by the SDC in electronically acknowledging the submitted report and transmitting the corresponding validation results. CAIHTE 6. Starting 01 March 2019, report submissions to the SDC that do not conform to the above prescribed procedures shall not be accepted and thus, considered unsubmitted. It likewise follows the files prescribed by the BSP for the report shall be accepted as compliant with the existing reportorial requirements subject to validation and applicable penalties for delayed, erroneous and/or unsubmitted reporting.
