April 21, 2017 BSP CIRCULAR LETTER NO. CL-2017-028 TO : All Banks and Non-Bank Financial Institutions SUBJECT : Merger between Dumaguete City Development Bank, Inc. and Rural Bank of Sibulan (Negros Oriental), Inc. The Securities and Exchange Commission approved on 4 April 2017 the Plan of Merger and Articles of Merger executed by and between Dumaguete City Development Bank, Inc. (DCDB), the surviving corporation, and Rural Bank of Sibulan (Negros Oriental), Inc. (SBULN), the absorbed corporation, whereby the entire assets and liabilities of SBULN will be transferred to and absorbed by DCDB. HEITAD The effective date of the merger was on 4 April 2017.
