April 10, 2018 Excerpt from the Minutes of the Regular Session of the 5th Sangguniang Panlungsod of the City of Bogo Held at the Session Hall on April 10, 2018. WHEREAS , the 1987 Constitution of the Republic of the Philippines declares that the State shall protect and promote the right to health of the people and instill health consciousness among them; HTcADC WHEREAS , an ambulance is a vehicle primarily intended to transport seriously sick or injured patients requiring immediate medical treatment to a medical health facility or from a medical health facility to another; WHEREAS , the request of our ambulance service from neighboring towns is increasing because of our minimal charges per trip, and in some cases, it affects the health transport service we are able to provide to our constituents due to its unavailability; WHEREAS , the Local Government Code of 1991 (Republic Act No. 7160) accords every local government unit power and authority to promote the general welfare within its territorial jurisdiction, including the promotion of health and safety of its constituents; WHEREAS , the amendment will result to the increase of the charges per trip of non-resident patients the same charges with our neighboring towns; WHEREAS , ambulance service to our constituents for transfer with Doctor's order is free while out-patient and elective referrals will have a minimum charge/s; WHEREAS , an ambulance will result to prioritization of emergency cases which require immediate medical treatment; CAIHTE WHEREAS , the Sangguniang Panlungsod resolved to render the ordinance effective amending Section 54 (a) of the Revised Revenue Code of 2010; NOW THEREFORE , on motion of Hon. Alexie R. Sevilla duly seconded by Hon. Marlito G. Oporto and Hon. Ethel A. Gulane, be it; RESOLVED , as it is hereby resolved, to enact the following: BOGO CITY ORDINANCE NO. 006-18 AN ORDINANCE AMENDING SECTION 54 (a) OF ORDINANCE NO. 001-2010, THE REVISED REVENUE CODE OF 2010, OF THE CITY OF BOGO Authored by Hon. Vice-Mayor Maria Cielo A. Martinez Chair, Committee on Health Be it ordained by the Sangguniang Panlungsod of the City of Bogo in session assembled that: aScITE SECTION 1. Amendment . Section 54 (a) of the Revised Revenue Code of 2010 shall be amended as follows: City of Bogo Resident With Doctor's Order 1. Per trip to Cebu City a. Patient certified as indigent Free b. Patients not certified as indigent Php1,000.00 2. Bogo Residents/Clients on Elective Referral Transfer a. Per trip to Cebu City 2,000.00 3. All transfers from Bogo Provincial Hospital to Other Hospitals in Northern Areas of Cebu Province (Elective Referral/Transfer) a. Per trip to Cebu City 2,000.00 b. Per trip to Bogo Medellin Medical Center or Daan Bantayan District Hospital 2,000.00 Non-resident of Bogo City 1. Per trip to Cebu City Php3,000.00 SECTION 2. Effectivity . This ordinance shall take effect upon compliance of a minimum period of three (3) weeks posting pursuant to Section 511 of RA 7160. DETACa SECTION 3.
