October 24, 2012 BLGF MEMORANDUM CIRCULAR NO. 085-12 TO : All Central and Regional Directors of this Bureau and All Others Concerned SUBJECT : Nominations for the 2013 Public Management Development Program (PMDP), Implemented by the Development Academy of the Philippines (DAP), for Both Senior Executives Class (SEC) for Senior Government Executives and the Middle Managers Class (MMC) for High Performing and Potential Division Chiefs For the information and guidance of all concerned, attached is a copy of the letter dated September 19, 2012 of Mr. Antonio D. Kalaw, Jr., CESO I, President, Development Academy of the Philippines, together with attachments, inviting the national government agencies to nominate participants to the Public Management Development Program (PMDP) developed by the National Government's Career Executive Service Development Program (NGCESDP) Inter-Agency Steering Committee. The program offers courses on Governance and Development, Strategic Public Management and Personal Efficacy and Leadership. The program target participants are the Senior Executives for the Senior Executive Class (SEC) and the Middle Managers for the Middle Managers Class (MMC), both in the national government only. The qualifications of the nominees for both Senior Executives and Middle Managers should not be more than 55 years old at the time of the PMDP conduct, must be in good health, Filipino citizen and must have excellent communication skills (both oral and written), holders of permanent position, Very Satisfactory or Outstanding performance rating for the past two years, no pending administrative and/or criminal case, did not go on habitual leave (max. of 2 months/year) and willing to sign a service contract up to one year after completing the program. Moreover, Senior Executives and Middle Managers could be any of the following: ECDAcS Senior Executives: a) Incumbent of CES positions b) Designated in an Acting Capacity or Officer-in-Charge (OIC) of a CES position for at least six (6) months c) SG 25 and up d) At least Bachelor's Degree holder Middle Managers: a) Incumbent of position with SG 24/Division Chief level b) At least 2 years managerial experience, and has served the government for the same period at the time of his/her application c) At least Bachelor's Degree holder Course offering schedules: PMDP Batch 3 (SEC): end of May to first week of October 2013; PMDP Batch 3 (MMC); Mid-July to Mid-December 2013. (Scholars will implement their Re-entry Projects in their agencies after the residential training) Application schedule will be until December 7, 2012. In President Noynoy Aquino's inaugural address, he committed to "lift the nation from poverty through honest and effective governance" and to "transform the government from one that is self-serving to one that works for the welfare of the nation". Giving life to this mandate, the NGCESDP Inter-Agency Steering Committee launched the Public Management Development Program (PMDP) in May 2012. The Development Academy of the Philippines (DAP), the PMDP implementing agency, will soon accept nominations for the 2013 PMDP in both the Senior Executives Class (SEC) for senior government executives, and the Middle Managers Class (MMC) for high performing and high potential division chiefs. Accepted applicants will enjoy a full scholarship from the national government. Classes will have the following indicative schedules: DaAETS PMDP Batch 2 (SEC): Mid-January to Mid-May 2013; PMDP Batch 2 (MMC): Mid-February to Mid-July 2013; PMDP Batch 3 (SEC): End of May to first week of October 2013; and PMDP Batch 3 (MMC): Mid-July to Mid-December 2013; ( Scholars will implement their Re-entry Projects in their agencies after the residential training) To guide you in the nomination and admission process, and for a better understanding and appreciation of how PMDP can mutually benefit your agency and the current administration's advocacy, we invite you to send your Chief of HR/Administrative services or representatives to a briefing on October 2, 2012, 2:00 to 4:00 p.m. at DAP, San Miguel Ave., Ortigas Center, Pasig City.
