Santiago, Central Administration Office, Department of Finance and Head, PCDC Secretariat, regarding the letter dated July 24, 2013 of Mr. Jonathan L. Uy, Director IV, Public Investment Staff, National Economic and Development Authority, inviting this Bureau to nominate candidates to the above post graduate degree course, which is expected to officially open late August 2013. Santiago Head, PCDC Secretariat SUBJECT : 2-Year Japanese Grant Aid for Human Resource Development Scholarship (JDS) Masteral Program under the 12th Batch of Fellows/Japanese Academic Year 2014-2015/Japan This is to inform that this Department has been invited by the National Economic and Development Authority (NEDA) to nominate candidates to the above-mentioned postgraduate degree course. HaTSDA The objective of the JDS is to support human resources development of the Philippines, targeting young government officials and others, who are expected to be leaders of the country, and to engage in formulating and implementing social and economic development policies after return. Participants of the JDS Project shall contribute to an expanded and enhanced foundation for bilateral relations with Japan as persons having well-rounded knowledge of Japan. JDS is offering the Department of Finance (DOF) and its attached agencies (particularly Bureau of Internal Revenue (BIR), Bureau of Customs (BOC), Bureau of Local Government Finance (BLGF), and Bureau of the Treasury (BTr)), the following Sub-Programs indicating different component and the degree to be obtained from accepting universities and graduate schools: Sub-Program Component Accepting Graduate School Degree to be University Obtained Capacity Support for Good International Graduate School of MA in Public Enhancement of Governance University of International Management Administrative Japan Relations Institution Kobe University Graduate School of Master of Political International Sciences Cooperation Studies Master of International Studies Ritsumeikan Asia Graduate School of MS in International Pacific University Asia Pacific Studies Cooperation Policy Sustainable Support for International Graduate School of MA in International Economic Growth Financial Reform University of International Development Aimed at Creating and Investment Japan Relations Employment Promotion Policy MA in Economics Opportunities Eligible applicants are: Filipino citizen; between 22 and 39 years old as of 01 April 2014; civilian government employee with permanent status and has 2 years or more of work experience in duties particularly related to applying Sub-Program/Component; has bachelor's degree relevant to the applying field; has a performance rating of at least "very satisfactory" from 01 July 2012 to 30 June 2013; and has not been awarded foreign scholarship for Master's degree. This early notice to your Department/Office/Organization (including provincial offices and attached agencies) is in preparation for the initial selection of your candidates for the said 2-year JDS Masteral Program under the 12th Batch of Fellows, and allow enough time of your candidates to secure and complete the application requirements once nominated/recommended. IcaEDC As discussed in the last three (3) years of the JDS new scheme of 4-year package (2011-2014) the framework of the JDS Program will remain the same for the succeeding batches, with this year as the 4th and last batch of the said scheme. This means that a single program is designed to have twenty (20) fellows per batch each year, with identified target organizations, accepting Japanese universities and field of studies. Said scheme ensures program effectiveness and efficiencies of the Program. Please be informed further that annual promotion seminars of the JDS Project are tentatively scheduled in early to mid September 2013 in selected cities in the Philippines, including Metro Manila. The formal invitation will be forwarded to your Department/Office/Organization, immediately after the opening of the recruitment. May we also remind you of the following important considerations: a. together with the framework, the application requirements and application forms will remain the same for the forthcoming JDS Program; b. Internal programming of nominations and arrangement of the corresponding application documents, such as Set C is requested; and c. advanced review of the JDS project, specifically the component, university, and research plan by the prospective candidates is highly recommended.
