August 31, 2017 BLGF MEMORANDUM CIRCULAR NO. 08-001-17 TO : All Bureau Officials and Personnel, Regional Directors, Provincial, City and Municipal Treasurers, and Others Concerned SUBJECT : Adoption of the LGU Integrated Financial Tools (LIFT) System for the Submission of the electronic Statement of Receipts and Expenditures (eSRE) Report This Memorandum Circular seeks to inform all concerned in the adoption of the LGU Integrated Financial Tools (LIFT) System, as embodied under the DILG-NEDA-DBM-DOF Joint Memorandum Circular (JMC) No. 1-2016 1 dated 18 November 2016, for the submission of electronic Statement of Receipts and Expenditures (eSRE) reports of provinces, cities and municipalities. Pursuant to DOF DO 8-2011, 2 as amended by DOF DO 34-2014, n V the eSRE shall serve as the official reporting system of the DOF on LGU fiscal and financial matters, to be maintained by the BLGF to fully establish a reliable, accurate and timely reporting and monitoring system in the country. It is informed that the current eSRE version 2.4 was enhanced to eSRE version 3, incorporating new tools and modules in system, and integrated into the LIFT System. The LIFT System is a web-based tool that will serve as a portal to synchronize the LGU financial reporting requirements of the oversight agencies (DILG, DBM and DOF-BLGF), particularly the eSRE System, the Local Fees and Charges Estimation System (LFCES) and the Local Governance Performance Management System (LGPMS). Moreover, Section 12.4 of the DILG-NEDA-DBM-DOF JMC No. 1-2016 provides that the oversight agencies shall endeavor to harmonize and complement the various performance management systems through the LIFT System, to mainstream the various systems into local public financial management. In order to implement a smooth transition to the LIFT System, eSRE reports for FY 2017 shall be submitted using eSRE version 2.4 while reports for FY 2018 onwards shall be submitted using eSRE version 3, through the LIFT System. All BLGF Regional Offices are hereby advised to roll-out the eSRE version 3 under the LIFT System to the local government units within their respective jurisdictions.
