October 19, 2012 BLGF MEMORANDUM CIRCULAR NO. 075-12 TO : All Regional Directors for Local Government Finance, Provincial, City and Municipal Treasurers and All Others Concerned SUBJECT : Submission of List of Delinquencies on Real Properties Covered by PD 27; and the Comprehensive Agrarian Reform Program (CARP) This is in furtherance of this Bureau's commitment in coordination with the Department of Agrarian Reform (DAR), to address the mounting problems of real property tax delinquencies incurred by farmer beneficiaries on agricultural lands covered by the Certificate of Land Transfer (CLT) under PD 27; and Emancipation Patents/Certificate of Land Ownership Awards (EPs/CLOAs) under the Comprehensive Agrarian Reform Program (CARP) or R.A. No. 6657. In this regard, the Regional Offices are directed to submit, the soonest, to BLGF Central Office, consolidated report (preferably by province) on the real property tax delinquencies incurred by farmer beneficiaries (FBs) under PD 27 and R.A. No. 6657. IHCSTE The Regional Office concerned shall likewise monitor the prompt compliance of this directive to all LGUs under their respective jurisdiction. (SGD.) SALVADOR M.
