July 5, 2013 BLGF MEMORANDUM CIRCULAR NO. 074-13 TO : All Central and Regional Directors of This Bureau and All Others Concerned SUBJECT : Nominations for the 2013 Public Management Development Program (PMDP), Implemented by the Development Academy of the Philippines (DAP), for the Restructured Middle Managers Class (MMC)-Batch 3 for High Performing and Potential Division Chiefs For the information and guidance of all concerned, attached is a copy of the letter dated June 26, 2013 of Mr. Antonio D. Kalaw, Jr., CESO I, President, Development Academy of the Philippines and National Executive Director, PMDP, inviting this Bureau to nominate participants to the Public Management Development Program (PMDP)-Middle Managers Class Batch 3 which is expected to open mid-August 2013. EcTIDA Middle Managers Class offered under PMDP is especially designed for high performing, high potential incumbents of SG-18 to SG-24 positions and is comprised of two phases: 1. Residential Training Phase which will run for 6 months in DAP, Tagaytay, excluding weekends and with 2-week working breaks; and 2. Re-Entry Projects to be implemented for 3-months immediately after the Residential Training. Full government scholarships will be given to successful applicants and if able to satisfy the academic requirements of the program will be conferred a Master's Degree in Development Management. Del Castillo OIC-Executive Director Bureau of Local Government Finance Roxas Blvd., Manila Dear ED Del Castillo : You will be pleased to know that the Public Management Development Program (PMDP), the National Government's Career Executive Service Development Program, is still accepting nominations to the recently restructured Middle Managers Class (Batch 3) , which is expected to open mid-August 2013. The PMDP is a purposive, program-based and integrated professional development program for public managers. It is a leadership initiative under the Philippine Development Plan 2011-2016 overseen by a Steering Committee composed of the National Economic and Development Authority, Civil Service Commission, Career Executive Service Board, Department of Budget and Management, and Department of Finance. The Development Academy of the Philippines (DAP), harnessing its institutional experience and mandate to carry out career executive development programs, has been tasked to implement the PMDP. The Middle Managers Class (MMC) is one of the Classes offered under the PMDP that is especially designed for high performing, high potential incumbents of SG-18 to SG-24 positions . MMC is comprised of two phases: Residential Training Phase and Re-Entry Project Implementation. The Residential Training will run for about 6 months in DAP Tagaytay, excluding weekends and with 2-week working breaks , while the Re-entry Projects are expected to be implemented for 3-months immediately after the Residential training. The 2-week working break is one of the elements of the restructured MMC design. It is expected to provide participants with training intervals to help them keep abreast of their concerns in the office, while giving them enough time to absorb the lessons learned during the intensive, fast-paced learning modules. THaDEA Successful applicants will receive full government scholarships . MMC scholars, who are able to satisfy the academic requirements of the program, will be conferred a Master's degree in Development Management.
