June 7, 2013 BLGF MEMORANDUM CIRCULAR NO. 066-13 TO : All BLGF Central and Regional Directors, This Bureau SUBJECT : Quarterly Data and Performance Reports to the Office of the Secretary and LGU Compliance on the Submission on Electronic Statement of Receipts and Disbursements Pursuant to Department Order 8-2011 For the information and guidance of all concerned, attached is a copy of Memorandum from Secretary Cesar V. Purisima of the Department of Finance dated 31 May 2013 regarding the above-captioned subject. The Central and Regional Directors of this Bureau are hereby instructed to take note of the above and strictly monitor the Local Government Units (LGUs) for the prompt submission thereof. Purisima Secretary SUBJECT : Quarterly Data and Performance Reports to the Office of the Secretary and LGU Compliance on the Submission on Electronic Statement of Receipts and Disbursements pursuant to Department Order 8-2011 DATE : May 31, 2013 In order to regularly monitor developments in local government taxation, the Department released on February 11, 2011 Department Order 8-2011, institutionalizing the Electronic Statement of Receipts and Expenditures (eSRE) as the official reporting system of the DOF on local government fiscal and financial matters. This allows the BLGF to collect eSRE reports from each LGU to ensure a reliable, accurate and timely reporting and monitoring system in the country. ICacDE Section 3 under DO 8-2011 requires the submission of the first three quarterly reports on or before the 20th of the month after the end of each quarter, and the year-end report on or before February 28 of the following year. However, the Department has not received the quarterly or year-end reports for year 2012 from the BLGF. As such, may we request the BLGF to comply with the reporting provisions prescribed in DO 8-2011, in order for the Department to provide adequate and timely policy responses. As such we request the following from your Bureau: 1. The eSRE Report for year 2012 not later than June 15, 2013 . 2. A formal quarterly memorandum detailing technical observations on the eSRE for each reference quarter, and a draft press release for municipalities, cities and provinces , in coordination with the media relations team of the Office of the Secretary, following the DO 8-2011 guidelines on submissions. 3. A list of LGUs and local treasurers who are not compliant with the reporting requirements in timeliness and completeness. 4. A quarterly update on the compliance of LGUs and the average age of their Schedules of Market Values and the Local Revenue Codes. Please submit the information to my office on the required time despite the incompleteness of the information from the LGUs, and revise afterwards if necessary. May we also request that the BLGF include timeliness and completeness of the eSRE in the annual performance rating of local treasurers, in order to improve their compliance.
