June 10, 2013 BLGF MEMORANDUM CIRCULAR NO. 065-13 TO : All BLGF Central and Regional Directors for Local Government Finance SUBJECT : Conduct of Continuing Professional Education Programs on Property Appraisal and Assessment in the Local Governments In line with the accreditation of this Bureau as institutional Continuing Professional Education (CPE) provider by the Professional Regulatory Board of Real Estate Service (PRBRES) of the Professional Regulation Commission (PRC), pursuant to Republic Act No. 9646 or the Real Estate Service Act and in view of the Bureau's mandate under Sec. 33 of Executive Order No. 292 or the Administrative Code of 1987 to "exercise administrative and technical supervision and coordination over the treasury and assessment operations of local governments" and "provide consultative services and technical assistance to the local governments and the general public on local taxation, real property assessment and other related matters", there is hereby issued Circular to prescribe the guidelines on the conduct of BLGF CPE Programs. In this regard, the following guidelines are issued for the efficient, orderly and transparent conduct of CPE programs on property appraisal and assessment in the local governments: 1. Policy and Objectives . Unless otherwise initiated by the BLGF as part of its annual regular course offerings as institutional CPE provider, it shall be the policy of the BLGF that all trainings and other relevant capacity building programs on appraisal practice, such as seminars, conventions, conferences, and others of similar nature intended to be carried out for local government assessors and appraisers by themselves or through their organization/s or association/s, or in coordination with the BLGF regional office/s, whether for CPE or for other purposes, shall require prior review and authorization from the BLGF Central Office, upon proper review and endorsement from the concerned BLGF Regional Office. 2. Purpose of CPE Offerings . Trainings completed and CPE units earned from course offerings or trainings on property appraisal and assessments, and related subjects pursuant to PRBRES regulations, conducted and/or delivered by the BLGF are intended for renewal of appraiser license only. Other similar activities, such as conventions, seminars, conferences, and workshops, that are intended for CPE purposes to be offered by affiliate-organizations of the BLGF shall require separate approval for CPE accreditation from the PRBRES. SCIcTD 3. The Training Management Systems (TMS) Group . The TMS Group established under the BLGF, comprised of Central and Regional Officers, and under the direct supervision of the Deputy Executive Director for Administration, shall be primarily responsible for the overall planning, delivery and implementation, monitoring, evaluation and reporting of CPE programs, pursuant to the TMS Guidelines. Likewise, it shall also liaise and coordinate with the Professional Regulation Commission (PRC), through the Professional Regulatory Board of Real Estate Service (PRBRES), matters pertaining to accreditation and reporting of planned and completed CPE courses, as well as accreditation of lecturers/resource persons, among other related functions. The BLGF, through its Training Management System (TMS) Group, shall plan, design, and advertise the CPE course offerings of the BLGF, preferably no later than the 15th of December preceding the year the courses will be delivered. Such announcements shall be disseminated through the BLGF Central and Regional websites, and through memorandum circulars to all LGUs. The announcement shall set forth the procedures and process in enlisting in and availing of the training programs, as well as the schedules, venues, and target participants for each training activity. For every training activity, it shall be managed and supervised by the TMS Group. Each training shall have the following personnel mobilized from the TMS Group: a. Training Coordinator to take charge of the over-all implementation and administrative requirements of the training event, including coordination with the resource persons/lecturers. In terms of technical participation in the training, he/she shall provide and monitor compliance to house rules and other similar requirements. All matters requiring approval during the actual training event shall be decided/approved by the Training Coordinator. IHTaCE b. Head Facilitator to support the lecturers/resource persons during group processes and dynamics sessions, and to facilitate greater group understanding, full participation. He/she shall ensure that the training instructions of lecturers, training objectives and desired outputs are met. c. Assistant Facilitator to handle documentation of training event, including, but not limited to registration of participants, documentation of issues and overall training proceedings, attendance sheets, preparation of activity report. 4. CPE Programs and Offerings . Only training programs or similar activities and resource persons/lecturers, accredited by PRBRES, shall be mobilized for CPE purposes. 5. Roles and Functions of the Regional Offices . The BLGF Regional Offices shall be the co-implementing training arm of the Central Office. As such, they shall coordinate with the TMS Group in the implementation of the approved training plan, under authority of the BLGF Central Office. Provision of appropriate administrative support and logistical support shall be their primary responsibility. 6. The National Pool of Trainers . The National Pool of Trainers established by the Bureau, under the Second Land Administration and Management Project, and accredited by the PRBRES shall be the primary pool of resource persons to be mobilized for CPE purposes, upon recommendation by the TMS Group, and approval by the Executive Director. Such pool shall be subject to annual review by the TMS Group as to adequacy of the composition, proficiency, and quality of lectures delivered, based on the evaluation and monitoring of results. 7. Registration Fees . All accredited CPE courses are authorized to collect registration fees to defray costs of training. Pursuant to existing government rules and rules and regulations, the BLGF may collect a minimum cost of training per day of Php1,500.00, but shall not exceed Php1,800.00, for live-out programs. If the training is designed as a live-in activity, fees for lodging/accommodation shall be separately charged and payable to the service provider, subject to usual government rules and regulations. ITScHa 8. Grant of Honorarium . Pursuant to existing rules and regulations of the Department of Budget and Management and the Commission on Audit, all lecturers/resource persons and members of the TMS Group mobilized for each training shall be entitled to honorarium to be determined and approved by the BLGF, chargeable against the registration fees collected per training event. 9. The BLGF Training Fund. The BLGF Training Fund account created in the Central Office shall be maintained for the purpose of accounting and reporting all registration fees, including pre-payments, and expenses incurred in all CPE training programs. All proceeds of trainings shall accrue solely to such account. All training funds shall be appropriately managed by duly authorized Training Fund Custodian who is a regular employee of the Bureau in-charge of the check and balance of the funds incurred from the registration fees. In addition, a cashier, who is a regular employee of the Bureau in charge of the disbursements and filing of liquidation reports, shall be designated. aTADcH All provisions of existing circulars, guidelines, rules and regulations issued by the BLGF which are inconsistent hereof are hereby amended or modified accordingly.
