SANTIAGO Director IV Central Administration Office Department of Foreign Affairs OFFICE OF PERSONNEL AND ADMINISTRATIVE SERVICES May 15, 2013 Sir: Please be informed that the Indonesian Directorate-General of Immigration and the Office of Protocol and Consular Services of the Ministry of Foreign Affairs (KEMLU) called for a briefing for diplomats from Asia and Africa region last 23 April 2013 regarding immigration matters. As reported by the Philippine Embassy in Jakarta, the following matters were discussed during the meeting: 1. Visas for the holders of Diplomatic and Official Passports Diplomats who will assume post in Indonesia must first secure a visa at the Indonesian Embassy having jurisdiction over their country. The approval process of visas for replacement personnel takes one to two working days, while processing of visas of personnel who will occupy new positions will take longer. However, based on Post's experience, the process takes more time than stated, even for replacement personnel. In order to expedite the process, KEMLU advised the embassies in Jakarta to send a Note Verbale in support of any visa application. 2. Exit Permits Diplomats leaving Indonesia at the end of their tours of duty were reminded to secure Exit Permits (EPO) from KEMLU. Failure to do so may cause delay in the release of the visa for the incoming replacement staff. 3. Lost Passports EIaDHS Embassies were requested to advise their nationals to report the loss of their passports to both the police and the Directorate General of Immigration, prior to their Departure from Indonesia. The Indonesian Immigration Authority will then issue an Exit Permit allowing the foreigner to leave Indonesia. In view of these, all Partner Agencies are advised to inform/remind their Travel Units and personnel already assigned or will be assigned in Indonesia of the requirements from the Immigration and Foreign Ministry of the Indonesian Government. For incoming personnel, the Philippine Embassy in Jakarta advises that once a note verbale is issued for visa application by the Office of Consular Affairs, the concerned personnel is requested to furnish a copy to the Office of Honorary Consuls and Service Attaches Division (HCSAD). The same will be transmitted to the Embassy for appropriate representations with KEMLU. For Filipinos who lose their passports, it is Post's standard policy to issue an endorsement letters to the Indonesian Immigration, along with the Filipino's Travel Document, for the issuance of an Exit Permit.
