May 15, 2017 BLGF MEMORANDUM CIRCULAR NO. 05-001-17 TO : BLGF Officials and Employees, Provincial, City and Municipal Treasurers and Assistant Treasurers and Others Concerned SUBJECT : CSC Resolution No. 1700749: Re: Extension of Service of Local Treasurers Enclosed for information and guidance is the Civil Service Commission (CSC) Resolution No. 1700749 promulgated on April 10, 2017 which clarified and maintained that the request for service extension involving local treasurers and assistant treasurers would still require the endorsement of the Secretary of Finance, being the appointing authority, pursuant to the provisions of the Local Government Code (RA 7160). In this regard, all Regional Directors are hereby directed to apprise the Local Chief Executives, through the local treasurers, that all requests for the extension of service of local treasurers who are due for compulsory retirement from the government service at age of sixty-five (65),should be submitted to BLGF Central Office with all the supporting documents, at least six (6) months prior to the date of retirement .This is to give ample time for the BLGF and the Secretary of Finance to comply with the CSC rules as stated under CSC Memorandum Circular No. 27 Section 12, series 2001, that "request for extension shall be made by the head of office and shall be filed with the Commission not later than three (3) months prior to the date of the official/employee's compulsory retirement." Accordingly, all requests for extension of service of local treasurers should be submitted to the BLGF Regional Office together with all requirements as provided under Sections 97 and 98, Rule 20 of the Revised Rules on Administrative Cases in the Civil Service (RRACCS) to facilitate the processing and proper endorsement by the Secretary of Finance to the CSC. The Regional Directors of this Bureau are hereby further directed to widely disseminate this Circular to all Provincial/City/Municipal Treasurers, Assistant Provincial/City/Municipal Treasurers and others concerned within their jurisdiction, for information, guidance and compliance.
