August 19, 2014 BLGF MEMORANDUM CIRCULAR NO. 038-14 TO : BLGF Central and Regional Directors of This Bureau and All Others Concerned SUBJECT : Per Malacaang Proclamation No. 247 Dated September 02, 2002, the Month of September of Every Year is Declared as Development Policy Research Month (DPRM) For the information and guidance of all concerned, attached is a copy of the Letter dated July 28, 2014 of Mr. Gilberto M. Llanto, President, Philippine Institute for Development Studies (PIDS) and a copy of Memorandum from the Department of Finance regarding the abovementioned subject. The BLGF Central and Regional Directors are hereby instructed to take note of the above and disseminate contents to all BLGF Staff and encourage the participation thereof. Per Malacaang Proclamation No. 247 dated September 02, 2002, the month of September of every year is declared as Development Policy Research Month (DPRM) to promote and draw nationwide awareness on the importance of policy research in the formulation of national development plans, programs, and policies. CHcESa In September, we shall be celebrating the DPRM once more. The theme of the 12th DPRM is "Addressing the Jobs Challenge toward Inclusive Growth" . We chose this theme to highlight labor market issues particularly the pressing need to increase quality job opportunities in order to address the perennially high rates of unemployment and underemployment in the country and accelerate poverty reduction. The DPRM endeavors to provide the needed venues for the discussion of important issues concerning this theme in support of evidence-based policymaking. The various studies and activities to be presented and organized during the month-long celebration of the DPRM will hopefully provide the appropriate base and support to evaluate our labor market regulations to determine if they are growth and welfare enhancing, and to strengthen complementary reform initiatives toward creating ample, quality jobs for the local labor force. In this regard, PIDS, as the agency designated to lead and coordinate the activities for the annual observance of the DPRM, hereby invites your agency/institution to participate in this year's celebration of the DPRM by: 1. Prominently displaying a banner/streamer within your institution's premises containing this year's DPRM theme (Please see attached design and specifications). You may also come up with your own creative design as long as the DPRM and this year's theme appear in the text.
